1 Summary

1.1 The following decision is sought:

1. That the Executive Lead Member for Children's Services approves the proposed strategy to develop leaders and leadership for the continuing success of Hampshire's schools and the education system.

2 Reason

2.1 This decision supports the following Hampshire County Council priority:

"Maximising well-being" - by establishing effective leadership is the key component to school improvement, and developing high quality leadership potential is critical to achieving the best outcomes for children and young people in Hampshire.

2.2 The decision supports the following Aims of the Children Act:

(Being healthy; Staying safe; Enjoying and achieving; Making a positive contribution; Economic well-being) by using an integrated leadership strategy the contribution of individual and system leaders will support the five aforementioned outcomes of Every Child Matters.

3 Other Options considered and rejected:

3.1 Reliance on government grants which are uncertain and in all likelihood will not continue.
