Summary | |
1.1 |
The Clere School is located in the village of Burghclere in the north of Hampshire and the campus is a mix of traditional and multi-storey SCOLA construction dating from 1966. Traditional extensions date from the late 70s, the most recent being a sports hall which was completed in 1996. The school capacity is 725 and 692 pupils (aged 11-16 years) are currently in attendance. | |

To support an initial enquiry from the school, the Director of Property, Business and Regulatory Services recently undertook a space needs analysis of the School, which indicated insufficient science laboratory space. It is now proposed to construct an extension to provide the required accommodation. This project will be funded by the School. | |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed extension and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. | |

Scope of the Works | |
3.1 |
It is proposed to extend the existing school building to form a new science laboratory in a courtyard space adjacent to an existing science laboratory and art rooms. | |

The proposed extension will be of single-storey construction and will provide a science laboratory and departmental office. | |

Landscaping works include the reinstatement of the remaining courtyard area, with turf and hard paving to complement the existing. | |

Funding and Timing | |

The total anticipated cost of the proposed scheme, excluding fees, is £308,000, which will be funded entirely by the School. | |

Subject to the necessary approvals, it is anticipated that the scheme will be negotiated with a framework contractor and that works will commence on site during September 2007 and be completed during December 2007. | |

Councillor John Maxwell, the local Member for this area, has been consulted on this design project appraisal and he has confirmed that he is supportive of the scheme. | |

Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £696 per year (£5.80 for each m² of new accommodation). The additional CO² consumption will be 7.4 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The school is located in a predominantly rural location on the edge of the village of Burghclere, bounded to the north by woodland, to the east by farmland, to the south by the village and with open land to the west.
Area including comparison with local/national standards
The total site area is 13.99 acres (5.66 hectares). The DfES guideline for a school of this size is 14.83 acres (6 hectares).
Access
The proposed scheme will not affect the existing highways access and egress points. For the duration of the works, the contractor will access the school via the main entrance. A separate compound area will be formed to the east of the existing building. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
Existing buildings and temporary buildings
The school campus dates from 1966 and is a mix of SCOLA and traditional single- and multi-storey construction.
There are no temporary classrooms on the site and none are required for this scheme.
Results of trial boreholes
A previous soil investigation revealed gravel subsoil to the whole of the site, of excellent bearing capacity. The foundations for the extension will be taken down to the level of the existing foundations and tied in to these.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed scheme will provide a purpose-built single-storey science laboratory and associated departmental office. The extension will adjoin the existing link corridor.
It is also proposed to refurbish existing pupil and staff toilets off the link corridor area.
Places provided
No additional places are provided by the proposed scheme.
4 The Proposed Building
Type of construction, finish and appearance
The proposed extension will be of steel-framed construction, clad in brick to complement existing. The doors and windows will be of powder-coated aluminium, with rendered panels above the windows. The roof will be of steel deck construction with a high-performance covering.
Impact Assessment
The scheme has been designed utilising existing level access. The proposed toilet refurbishment provides one cubicle equipped for ambulant disabled access in each of the male and female facilities.
Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.
Heating and ventilation systems
It is proposed to extend the existing heating system to the new science laboratory. Ventilation will be natural, with extractor fans for use at peak times.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment
concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme
5 External Works
Car parking
The proposals are not expected to increase the current car parking demand and therefore no additional spaces will be provided.
Landscape proposals
The courtyard area will be reinstated in turf and hard paving to complement the existing surfacing.
Situation on site and environmental impact
The proposed extension will be sited in an existing courtyard area which is not visible from the perimeter of the site.
It will be necessary to remove four trees within the courtyard area, however, the school will be replacing these elsewhere on the site.
An ecological consultation has confirmed that the trees are unlikely to support a bat presence.
6 Planning
A detailed planning application was submitted during May 2007.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
