Riverside School is a special school for children between the ages of 3-11 years, having special needs within the range of moderate learning difficulties (MLD), severe learning difficulties (SLD) and Autistic Spectrum Disorder (ASD). The school roll is for 140 pupils and there are currently 130 children in attendance. | |

The existing school buildings dated from the mid-1970s and are of SCOLA construction. The school has undergone various refurbishment and extension projects over the years, the most recent being an extension to accommodate a resources space which was completed in 2005 . | |

That the Executive Lead Member approves the design project appraisal for the classroom extension scheme at Riverside Community Special School, Waterlooville, at an estimated total sum of £541,000, excluding fees.

Scope of the Works | |
3.1 |
The proposed single-storey extension will be sited and attached to the southern elevation of the existing school buildings. To minimise the impact of the sloping school site, the new classrooms will adjoin the existing school via a ramped link corridor. | |

The proposal will provide purpose-built teaching spaces and associated areas, as detailed in the attached design project appraisal. | |
3.3 |
Landscaping works around the new extension will be incorporated to improve and enhance the existing external environment by the introduction of an external garden area to the southeast of the site, accessible from the new extension and the adjoining existing classrooms. A mixture of hard and soft surfaces will be provided on terraces to complement the building and the school's proposals for their outdoor teaching curriculum. The area will also be enclosed by a new fence to provide appropriate security for a special school environment. | |

It is also proposed to provide a new graded path to the main playground, thus providing an appropriate alternative to the existing stepped access. | |

Funding and Timing | |

An allocation of £430,000, excluding fees, has been made in the Children's Services Capital Programme 2007/08 and the School is making a contribution of £94,000, excluding fees. | |

Subject to the necessary approvals it is anticipated that tenders will be invited during September 2007, work will commence on site during November 2007 and be completed during June 2008. | |

Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £1,140 per year (£6.20 for each m² of new accommodation). The additional CO² consumption will be 6.7 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The school is located at Scratchface Lane, in a residential area of Purbrook. The site is bounded by housing to the south and west and by the community recreation grounds to the north and east.
Area including comparison with local/national standards
The total site area is 11.132 acres (4.505 hectares).
Access
The main vehicular and pedestrian access is from Scratchface Lane, to the north of the site.
Existing buildings and temporary buildings
The main school building is of SCOLA construction and dates from the mid 1970s. The temporary classroom is in poor condition and the proposed scheme facilitates its replacement with a purpose-built classroom extension. An administration extension and caretaker's store were completed in 1998 and these are of traditional construction and in good condition for their age and type. The resource room which was completed in 2005 is also of traditional construction and in good condition.
Results of trial boreholes
A previous site investigation revealed variable thicknesses of fill over predominantly clay subsoil. It is therefore recommended that suspended floor slabs will be used on deep trench foundations, which will be locally extended in depth to allow for adjacent trees.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed scheme provides purpose-built teaching accommodation as follows:
· two teaching spaces
· shared area
· toilets (to include one accessible)
· laundry room/cleaner's store
· storage areas
· glazed link

4 The Proposed Building
Type of construction, finish and appearance
The proposed extension will be of traditional masonry construction clad with horizontal cedar boarding and full height aluminium windows and doors. A high-performance roof will serve to complement the existing building, and on the east and south elevations the roof will oversail onto timber glulam columns to form a covered external play area.
The west elevation of the proposed extension adjoins the main playground, which is approximately 1200mm below the finished floor level of the existing school. It is proposed to finish this elevation in facing brickwork to complement the appearance of the existing school building.
Impact Assessment
The proposed extension has been designed with level access throughout. The new classroom will adjoin the existing school via a ramped link corridor. An accessible wc will be provided adjacent to the teaching spaces.
Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.
Heating and ventilation systems
The new accommodation will have an underfloor heating system and the teaching area will be naturally ventilated by means of opening windows. The toilet and laundry areas will be provided with mechanical ventilation.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment
concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme
5 External Works
Car parking
No changes to the existing car parking provision.
Landscape proposals
Landscaping works around the new extension will be incorporated to improve and enhance the existing external environment by the introduction of an external garden area to the southeast of the site, accessible from the new extension and the adjoining existing classrooms. A mixture of hard and soft surfaces will be provided to complement the building and the school's proposals for their outdoor teaching curriculum. The area will also be enclosed by a new fence to provide appropriate security for a special school environment.
Situation on site and environmental impact
The proposed extension is sited to the south of the existing school buildings and is screened from local housing by an existing mature tree/hedge belt. The new building will replace an existing unsightly temporary classroom which is in poor condition.
6 Planning
A detailed planning application was submitted during May 2007.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
A separate allocation will be made from the Children's Services furniture and equipment Block Vote.
