1. Summary
1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Lead Member for Children's Services and the Executive Member for Policy and Resources.
1.2 Appendix 2 shows those capital projects for which an allocation has been made in the Children's Services Capital Programme and where the Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.
1.3 The schemes within this report generally reflect the priorities in the Corporate Strategy by providing excellent school facilities which enhance the quality of place, providing safer and more accessible facilities and maximising well-being, thus benefiting all users of the premises.
2. Recommendations
2.1 That the additional works and funding for schemes at Cove School, Henry Tyndale School, Pinewood School, Amery Hill Secondary School, Burnham Copse School, Dowd's Farm School, Grayshott Primary School, Kings Copse School and Lantern's Children's Centre be approved.
3. Completed Schemes
3.1 Since the April 2007 meeting of the Executive Member for Education, schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:

4. Additional Works and Funding Added Post Contract
4.1 The following schemes have had further funding added to the contract for specific additional works.
4.2 Cove School, Farnborough
The scheme to provide replacement resourced provision for students with a hearing impairment as well as to relocate the library to provide an ICT suite was approved by the Executive Member for Education on 21 July 2006.
An additional contribution of £10,000 from P&R NDS 07/08 budget has been added to the scheme for a new electrical supply upgrade.
4.3 Henry Tyndale School, Farnborough
The scheme to provide a new post 16 provision and site enhancements was approved by the Executive Member for Policy and Resources on 6 December 2006. The tenders were returned higher than anticipated and the funding is now:

4.4 Pinewood School, Farnborough
The scheme to provide a new one form entry infant school was approved by the Executive Member for Policy and Resources on 16 June 2006. An additional contribution of £20,000 has been made from the P&R external works budget to replace poor quality, worn-out tarmac playcourt finishes.
5.0 Additional Works and Funding added at Pre Contract Stage
5.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' for Education and Policy and Resources.
5.2 Additional funding has come from various sources including increased Children's Services Capital Programme allocations, and inflation and tolerance adjustments; additional school funding for specific additional requested works, and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.
5.3 Amery Hill Secondary School, Alton
A scheme to undertake improvement works in readiness for the arrival of pupils with physical disabilities in the autumn term of 2007 was agreed by the Executive Member for Policy and Resources on 5 April 2007. Additional funding of £57,000 was provided by the school for extra storage and office space for the sports block and a small faculty extension elsewhere on the site.
6.0 Current Position
6.1 This section gives the summarised position of the major projects, which have already been approved by the Executive Members for Policy and Resources and Education. Those schemes with works on site are reported as being financially on target unless otherwise indicated elsewhere in this report.
6.2 Burnham Copse Primary School, Basingstoke
The major scheme to provide a new one form entry primary school in Basingstoke was approved by the Executive Member for Policy and Resources on 5 April 2007. An ecological survey has confirmed the presence of bats on site and a licence will be applied for and the necessary actions taken. The scheme was due to start on site in August 2007 but will now be delayed until October 2007.
6.3 Cove School, Farnborough
The scheme to provide replacement resourced provision for students with hearing impairment as well as to relocate the library for a new ICT suite was approved by the Executive Member for Education on 21 July 2006.
The works were due to complete in June 2006 but is currently running six weeks behind schedule due to issues with the demolition works. The scheme is now anticipated to complete in August 2007.
6.4 Dowd's Farm Primary School, Hedge End
The scheme to provide a new one form entry primary school was approved by the Executive Member for Policy and Resources on 5 April 2007. Negotiations to form a contract are underway with the framework contractor HBG and are due to be finalised shortly. To set up the site and commence enabling works, an early contract of £75,000 has been issued..
6.5 Grayshott Primary School
The scheme to provide permanent teaching accommodation and multi purpose community rooms was approved by the Executive Member and the works were completed during July 2006.
In settling the final accounts, there is an overspend of £8,594. This is due to the school requesting additional works - creation of new toilets and the refurbishment of their shared area and existing toilets to create tutorial facilities. The works were in the original feasibility but omitted on cost grounds before tender.
The school have confirmed £52,153 funding to achieve the above additional work, but there is a shortfall of £8,594 that Children's Services has confirmed will be met from within the capital programme.
6.6 Kings Copse Primary School, Hedge End
The scheme to provide a new one form entry primary school with a visual impairment resource provision unit to replace the existing school was approved by the Executive Member for Policy and Resources on 5 April 2007. Negotiations to form a contract are underway with our framework contractor HBG and are due to be finalised shortly. To set up the site and commence enabling works, an early contract order of£75,000 has been issued.
6.7 Lantern's Children's Centre, Winchester
The major project to provide an innovative new Early Years Centre in Winchester was successfully completed in September 2005. Since that time, negotiations with the main contractor have been ongoing to conclude the final account. This has recently been settled. The project was overspent by under 5% of the contract sum (just under £100,000). This was principally due to three issues:
- unforeseen services infrastructure in the pavement which had to be diverted to satisfy the statutory authorities
- additional spoil being taken off site due to particular local ground conditions discovered during excavations
- additional specialist fitting-out to suit the specialist nature of the facility.
It should be noted that none of the above were apparent at the time of tender.
The Executive Member is asked to approve the additional funding for this successful project from the increased value of the capital receipt from the sale of the adjacent Greenacres site and other disposals in Winchester which were identified to fund the project.
