1 Summary
1.1 The following decision is sought:
1. That the Executive Lead Member for Children's Services approves the County Council's Adult Learning Three-year Development Plan for 2007 - 2010 in order to secure Learning and Skills Council funding in 2007/2008.
2 Reason
2.1 This decision supports the following Hampshire County Council priorities:
`Making Hampshire safer and more secure for all' - by promoting good community relations through creating local learning partnerships;
`Maximising well-being' - by providing high quality learning opportunities which ensure the continuous development of skills, qualifications and individual achievement;
`Enhancing our quality of place' - by enabling the local delivery of services in support of sustainable communities.
2.2 The decision supports the following Aims of the Children Act:
Being healthy; Staying safe; Enjoying and achieving; Making a positive contribution; Economic well-being - by targeting adult learning, family learning and parenting programmes at priority families identified through extended school clusters and children's centres.
3 Other options considered and rejected:
3.1 The proposed changes to the Adult Learning Plan are necessary in order to secure continuing funding from the LSC. Failure to meet the LCS's requirements will result in loss of funding to the County Council for the delivery of adult learning programmes.
