Summary |
1.1 |
Breamore C of E Primary School is located at Salisbury Road, in the village of Breamore, near Fordingbridge, and is of traditional Victorian construction. The school has a capacity of 147 children (aged 4-11 years) and there are currently 137 pupils on roll. |
1.2 |
As part of the Children's Services Modernisation Programme, it is proposed to construct an extension to provide a purpose-built hall and kitchen, to refurbish and reconfigure an existing space to form a library/resources area, and to carry out associated access and improvement works. |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed works and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

The proposed scheme will maximise wellbeing and enhance the quality of place for all users of the school by providing purpose-built facilities which will also facilitate the demolition of existing poor-quality accommodation. |

That the Executive Lead Member approves the extension and refurbishment scheme at Breamore C of E Primary School, at an estimated total cost of £585,000, excluding fees. | |

Scope of the Works |
3.1 |
In order to build the extension, some existing poor-quality buildings to the rear of the site will be demolished and the accommodation reprovided within the proposed new extension and existing areas. |
3.2 |
The proposed extension will provide a purpose-built hall, kitchen and link corridor, together with associated storage and toilet areas. It is also proposed that the existing girls' toilets adjacent the reception area will be extended to provide a more accessible facility. |
3.3 |
Three willow trees on the site of the proposed extension have suffered limb loss in recent months and are to be felled on safety grounds. However, the School have recently planted a copse of new mixed-species trees on the school playing field. | |

Funding and Timing | |

An allocation of £585,000, excluding fees, has been made in the Children's Services Capital Programme 2007/08. | |

Subject to the necessary approvals it is anticipated that tenders will be invited during August 2007, work will commence on site during October 2007 and be completed during June 2008. | |

Value of land already acquired for this project
This school is held on the basis of a 50 year lease between the Breamore Estate and Winchester Diocesan Board of Finance, this lease expiring in 2042. The proposed works will require formal consent from the Estate as Landlord under the terms of the lease.

The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £1,080 per year (£5.40 for each m² of new accommodation). The additional CO² consumption will be 7.7 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The school is located in the village of Breamore, near Fordingbridge. The site is bounded by residential housing to the north, east and west, and by the school playing fields to the south.
Area including comparison with local/national standards
The total site area is 1.58 acres (0.64 hectares). The DfES guideline for a school of this size is 2.13 acres (0.86 hectares).
Access
The main pedestrian and vehicular access to the site is from Salisbury Road.
It is proposed that the contractor's access will be from the road to the rear of the site. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
The school are considering the reconfiguration of the existing playground and parking areas to provide a new exit from the school site to facilitate the relocation of the play area away from the main road and closer to the playing field, whilst reducing the back-up of traffic exiting the site. A drop-off zone to give better site safety and reduce the back-up of traffic onto Salisbury Road is also being considered. These works are not part of the proposed contract and would be funded and let separately, by the school.
Existing buildings and temporary buildings
The main school building is of traditional Victorian construction and several extensions have been made over the years, the most recent being a classroom extension which was completed in 1999.
There are no temporary classrooms on the site and none are required as part of the proposed scheme.
Results of trial boreholes
A soil investigation is currently being assessed.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed extensions will provide the following accommodation:

· link corridor
· extension to existing girls' toilets adjacent reception area to provide more accessible facilities
Places provided
No additional places will be provided.
4 The Proposed Building
Type of construction, finish and appearance
The proposed extension has been designed to complement the appearance of the original Victorian building, with the use of facing brickwork and clay roof tiles. External glazed screens and doors will be of powder-coated aluminium.
Impact Assessment
The proposed extension has been designed with level access to all public areas. The hall will open out onto the school site by means of a ramp.
Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.
Heating and ventilation systems
All areas of the proposed extension will be heated by an underfloor system. The hall will be naturally ventilated by opening windows and high-level vents. The kitchen will have manually controlled mechanical ventilation and the toilet areas will be provided with local mechanical ventilation controlled by infra-red detectors.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment
concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme
5 External Works
Car parking
The existing car parking area will be relocated on the site prior to the commencement of the extension works. This will ensure a better flow of traffic and improve safety measures on the site.
Landscape proposals
Three willow trees on the site are considered to be unsafe following the recent loss of limbs and are therefore due to be felled. It is anticipated that one more willow will be felled to facilitate the proposed extension. However, the school has recently planted a copse of new trees on the school playing field in anticipation of the tree removal.
The proposed landscaping scheme will make full use of the school's facilities, allowing for easy access whilst blending the school with the surrounding countryside.
Situation on site and environmental impact
The proposed extension is sited and designed to have minimal environmental impact and will not be clearly visible from the main entrance. There is no alteration to the front elevation of the school.
6 Planning
A detailed planning application was submitted during May 2007.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
To be funded through the Block Vote allocation.
