1.1 |
Durley Church of England Primary School is located in the village of Durley at Durley Brook Road. The school has a capacity of 112 children (aged 4-11 years) and there are currently 124 pupils on roll. | |

It is now proposed to extend and reconfigure the existing accommodation to provide specialist facilities required to meet current National Curriculum standards. | |

That the Executive Lead Member approves the design project appraisal for Durley C of E Primary School at an estimated cost of £283,000, excluding fees. | |

Scope of the Works | |
3.1 |
The proposed scheme will provide a new music room, treatment room, SEN room and the reconfiguration of an existing classroom area. During the construction period it will be necessary to provide a temporary classroom for decanting purposes. This classroom will be removed from site on completion of the works, together with another existing temporary classroom. | |
3.2 |
The proposed extension is sited to the west of the existing building between two existing classrooms on an area of playground containing early years play equipment. This facility will be relocated elsewhere on the site following completion of the building works. | |
3.3 |
Materials have been chosen to complement the existing buildings and the extension has been designed to maintain a low-profile roof in keeping with the area to be extended. An external canopy will provide a sheltered play/pupil collection area. | |

The western site boundary has a mature tree bank and a stream which are attractive features that will not be disturbed by the proposed works. The Environment Agency have been consulted regarding the stream and any potential flooding risk and have confirmed that they have no objection to the proposed extension. | |

Subject to the necessary approvals it is anticipated that tenders will be invited during August 2007, work will commence on site during October 2007 and be completed during April 2008. | |

The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £568 per year (£5.80 for each m² of new accommodation). The additional CO² consumption will be 3.5 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
Durley C of E Primary School is located within the village of Durley at Durley Brook Road.
The school site is split into two parts by an access road which serves other properties. Durley Brook Road lies to the north of the school buildings, with the school playing field to the east and residential housing to the south and west.
Area including comparison with local/national standards
The total site area is 2.1 acres (0.85 hectares). The DfES guideline for a school of this size is 1.95 acres (0.79 hectares).
Access
There are separate pedestrian and vehicular accesses into school from Durley Brook Road. For the duration of the works, it is proposed to form a temporary contractor's access from Durley Brook Road along the western boundary of the site and the area will be reinstated on completion of the works.
Existing buildings and temporary buildings
The original school building dates from 1870 and is of traditional construction. Substantial extensions and alterations were completed in 2001. There is currently one temporary building on the site, which is in fair condition and will be removed on completion of the scheme. It will be necessary to provide a second temporary building for decanting purposes for the period of the works. This will also be removed from site on completion of the scheme.
Results of trial boreholes
A previous soil investigation elsewhere on the site revealed made ground up to a depth of 1.0m underlain by clay underlain by sand. Standing water was found at 2.3m depth. A further soil investigation for the current proposal is awaited.
Trench fill concrete foundations are currently recommended for the proposed scheme. A suspended concrete beam and block floor is required because of the difference between floor and ground levels.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed extension and alterations will provide the following accommodation:
· Music/drama room
· Reconfigured classroom area
· SEN room
· Treatment room
Places provided
No additional places will be provided.
4 The Proposed Building
Type of construction, finish and appearance
The proposed extension will be of traditional block/brick construction under a low-profile roof with high-performance covering. An external canopy area will provide shelter for external play/waiting parents. Some areas of wall will receive a through coloured render finish.
All materials have been chosen to complement existing buildings and the new roofs are largely concealed by a brick parapet. The area of visible roof above the clerestory glazing will be lead clad.
Impact Assessment
The extension has been designed with level access throughout.
Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.
Heating and ventilation systems
The existing gas-fired central heating system is to be extended to cater for the extension.
The spaces in the proposed extension have been designed to make optimum use of natural light and ventilation. Retro-fit roof lights are proposed within the existing roofs which will offer daylight and fresh air to the proposed SEN and treatment rooms. The new roof above the classroom will incorporate a pitched section with a continuous line of clerestory glazing to the rear which will provide effective cross-ventilation and additional natural light throughout the classroom.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme
5 External Works
Car parking
No changes are proposed to the existing car park provision (which includes three accessible parking spaces).
Landscape proposals
The extension is to be constructed on an area of school playground which contains early years play equipment. This facility will be provided elsewhere on the site on completion of the building works.
Situation on site and environmental impact
The proposed extension is located in a courtyard area between two existing classroom wings on the western boundary of the school site, facing on to an established tree bank.
An initial survey has advised of the possibility of a bat presence in the existing pitched roofs and it is anticipated that a further survey will be carried out in the summer. In the event of a bat presence, a licence will be applied for and any necessary actions taken to ensure compliance with all statutory requirements.
6 Planning
A detailed planning application was submitted during April 2007.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
