Hampshire County Council AMENDED DECISION SHEET

Executive Member - Policy and Resources Item 9

18 July 2007

Transfer of the Management of the Tower Arts Centre to Kings' School

Report of the Directors of Recreation and Heritage, Property, Business & Regulatory Services and Children's Services

1. Summary

1.1 The following was taken:

That, without prejudice to the decision taken by the Executive Member for

Recreation and Heritage on 5 July 2007, this item be deferred until 13

September 2007. This will allow time for further consultation, presentation

of the business case, a meeting with Tower Arts service users and for the

Hampshire Action Team recommendations to be brought to the fore and

    discussed.

 2. Reason

2.1 The opening of the Discovery Centre in November 2007 and the increased programme of community involvement at the Kings' School presents an ideal opportunity to transfer most of the Tower's activities to the Discovery Centre as soon as it opens. This will bring its much valued activities to the centre of Winchester and provide the Kings' School with extra capacity for developing its community links and offer.

2.2 This proposal contributes to the corporate priorities of Maximising Well-being and Enhancing our Quality of Place by improving services.

3. Other Options Considered and Rejected.

3.1 Maintain the status quo - rejected because all the County Council's Art Centres are being scrutinized as part of a re-modelling of the Arts Service.

3.2 Close the Tower and sell the site - rejected because there would be issues about the loss of the community facility and likely planning issues too.

4. Conflicts of interest declared by the decision maker or other Executive Member consulted.

    None.

5. Dispensation by the Standards Committee

    Not applicable.

6. Reasons for the matter being dealt with if urgent.

    Not applicable
