1. Summary and purpose

1.1 In the summary of proposed new scrutiny arrangements for Hampshire County Council, endorsed by the Governance Committee in September 2006, with a subsequent revision endorsed at the Hampshire County Council meeting in November 2006, reference is made to the follow up of scrutiny outcomes and recommendations. The Draft Operating Protocol for Policy Review Committees, now known as Select Committees, confirmed that there needed to be clarity about how recommendations from scrutiny were put forward, as well as expectations in terms of response.

1.2 The Protocol proposes that the Select Committee's right to response should work along similar lines to those laid down in statute for Health Overview and Scrutiny. These define that whoever the recommendations are addressed to should make a response within 28 days, even if the response may be, on occasions, to explain and outline a longer time period which is needed to make a full response.

1.3 The Environment and Transportation Select Committee has made recommendations to the Executive Member for the Environment on three occasions since the introduction of the new overview and scrutiny arrangements in October 2006. These recommendations arose from short life scrutinies on the topics of motorway diversion routes, the bus subsidy mechanism, and street lighting. Responses received to date from the Executive are included as an Appendix to this report.

2. Recommendation

2.1 That the committee receives the Executive Member responses to the Environment and Transportation Select Committee's scrutiny recommendations, and considers what further actions, if any, it wishes to pursue.
