131. DECLARATIONS OF INTEREST
Members were mindful that, where they believed that they had a personal or
personal prejudicial interest in any matter to be considered at the meeting, they
should normally, at the time of the debate, declare their interest, and having regard
to the circumstances described in paragraphs 9, 10, 11 and 12 of the County
Council's Code of Conduct, consider whether to leave the meeting whilst the
matter was discussed.
132. MINUTES
The Minutes of the Meeting held on 27 June 2007 were confirmed by the
Committee and signed by the Chairman.
133. CHAIRMAN'S COMMUNICATIONS
The Chairman reported that the visit to a reference site arrangement to see tyre
processing will take place on 9 August which the Vice-Chairman will be attending
together with the Local Member, Councillor R. J. Perry. Any requests from
Members to join the visit are to be directed to Richard Read, Environment
Department.
Members requested that drawings be included as much as possible in agenda
papers to aid clarification of proposals.
149. PROPOSED PARK AND RIDE CAR PARK WITH CENTRAL
AMENITIES BUILDING, LANDSCAPING, PLANTING AND EARTH
BUNDS AT ITCHEN FARM, WINCHESTER (ALSO KNOWN AS THE
`TARMAC SITE' ADJACENT TO JUNCTION 11 OF THE M3, WITH
MAIN ACCESS OFF THE HOCKLEY LINK ROUNDABOUT AND
SECONDARY ACCESS OFF OTTERBOURNE ROAD (APPLICATION
NO. 07/00997/HCS;W20607) (COUNTY COUNCIL REF. WRH007)
Mr Jeremy Dolphin on behalf of Compton and Shawford Parish Council,
Councillor Eleanor Bell, District Council Ward Member for Compton and
Otterbourne Ward, Messrs T. Geddes, Pro-Vice Chancellor at the University of
Winchester and Sir Christopher Bellamy made deputations in respect of this item.
Councillor Charlotte Bailey also attended the meeting and spoke as Local Member
supporting the proposals for a further park and ride in Winchester but asked the
Committee to satisfy itself on landscaping and lighting issues.
The Committee considered the report of the Chief Planning Adviser (Item 6 in the
Minute Book) on an application for planning permission for an 864 space park and
ride car park with central amenities building, landscaping, planting and earth
bunds at Itchen Farm, Winchester (locally known as the `Tarmac site') adjacent to
Junction 11 of the M3.
Standing Order 21 was suspended to allow questions of clarification of facts to be
asked of the deputees.
The Chief Planning Adviser advised that since the publication of the report
27 further letters of support had been received from residents in Compton and
Councillor George Beckett, Leader of Winchester City Council supporting the
proposals for a Park and Ride car park at Itchen Farm. The application would
reduce the pressure on the Bushfield roundabout and make for a more satisfactory
traffic situation facilitating reduced parking in Winchester and allowing for
improved bus services. Further that Policy W4 of the Winchester Local Plan states
that the need for a park and ride has already been established by the development
plan.
In considering the application, the Committee noted issues of the need for a south
park and ride car park, visual impact particularly from the west, impacts of
lighting and traffic impact from the M3 and local roads. Members noted that
reduced down lighters would be installed to reduce the spill from the site and
mass planting including some evergreen plants around the edge of the site
In response to a Member question about appropriate protection measures for bats
and badgers, the Chief Planning Adviser reported that Condition (12) relating to
nature conservation would cover this issue.
In response to a Member question about Condition (11) on landscaping for 5
years, the Chief Planning Adviser agreed that there was a need for a longer term
Landscape Management Plan for over the 5 year limit.
Members considered that there was a need to encourage planning for safety and
how the site is used by the emergency services and the Chief Planning Adviser
advised that notes would be included on the Decision Notice about management
issues such as security, protection from vandalism or misuse of area when closed
to cars overnight.
Members considered that Condition (10) on lighting should be amended to control
the hours of illumination.
RESOLVED:
That, subject to the completion of the departure procedures, planning permission
in respect of the proposed park and ride car park with central amenities building,
landscaping, planting and earth bunds at Itchen Farm (also known as the `Tarmac
site') adjacent to Junction 11 of the M3, with main access off the Hockley Link
roundabout and secondary access off Otterbourne Road (Application No.
07/00997/HCS W20607) (County Council Ref. WRH007) be granted for the
reason set out in the report, subject to conditions set out in Appendix 1 to the
report, the amendment to Condition (10) as detailed above, the amendment to
Condition (11) requiring a longer term Landscape Management Plan and notes on
the Consent Form concerning management issues.
135. CHANGE OF USE FOR LAND TO BE LEASED BY SOUTHERN WATER,
CONSTRUCTION OF A CONTROL BUILDING TO HOUSE MOTOR
CONTROL CENTRE, BLOWERS AND GENERATOR, PRIMARY TANK,
BIOZONE, HUMUS TANK AND BOUNDARY FENCE AT AVINGTON
PARK(APPLICATION NO. 07/01310/HCS)

Mr Ken Thomas representing the residents of Avington, Councillor Penny
Flemons and Mr Nick Gillott of 4Delivery on behalf of the applicant made
deputations in respect of this item.
Mr Ken Thomas circulated an email received from the Environment Agency for
Hampshire and the Isle of Wight concerning pollution incidents affecting the River
Itchen and the water quality within the river.
Councillor Jackie Porter also attended the meeting and spoke as Local Member
objecting to the impacts of the proposal on the locality.
The Committee considered a report of the Chief Planning Adviser (Item 7 in the
Minute Book) on an application for planning permission to construct a wastewater
treatment plant in the grounds of Avington Park, Avington. Currently wastewater
is being discharged into the River Itchen without adequate treatment.
Standing Order 21 was suspended to allow questions of clarification of facts to be
asked of the deputees.
In considering the application, the Committee noted the issues of need: because
some villagers are discharging waste water into the River Itchen: location because
the plant would be located at a low point in the village: concerns about the site
being adjacent to the village church which is a Grade I listed building and actively
used: noise generated by the pumps and blowers within the building which could
be acoustically managed: possible odour when the tanks are emptied and the
historic setting in a Conservation Area.
Members noted that there had been a challenge by a 3rd party about the accuracy of
the applicant's application and the height of the fence. Members were further
concerned about the trees on site, particularly the Sycamore tree which would not
be felled. The County Council's Arboriculturist was satisfied that there was not an
overwhelming need to retain the tree.
The Chief Planning Adviser advised that a total of 26 letters of objection had been
received. In response to a Member question about Condition (3) relating to the
hours of working, the Chief Planning Adviser advised that the condition could be
amended so that the routine maintenance works would only be carried out with
7 days prior operation consultation with the Church Manager.
RESOLVED:
That planning permission for a change of use for land to be leased by Southern
Water, construction of a control building to house motor control centre, blowers
and generator, primary tank, biozone, humus tank and boundary fence at Avington
Park, Winchester (Application No. 07/01310/HCS) (County Council Ref. WR209)
be refused on the grounds that: it would have an adverse impact on the setting of a
Grade I listed building and: would have an adverse impact on the Conservation
Area owing to the size and scale of the proposal.

137. ENLARGEMENT OF RECYCLING CENTRE COMPRISING ERECTION
OF A BUILDING, WALLS, HARDSTANDINGS, REMODELLING OF
LAND LEVELS, INSTALLATION OF PLANT AND MACHINERY,
OUTSIDE PROCESSING OF CONCRETE (CRUSHING FOR 28 DAYS
ONLY) AND WOOD SHREDDING, STORAGE OF INERT SCREEN
MATERIALS, SKIPS AND PORTALOOS AND ASSOCIATED PARKING
ON LAND AT BUILDING 1 AND 2 AND LAND TO THE NORTH-EAST
OF THE WASTE CENTRE, YOKESFORD HILL INDUSTRIAL ESTATE,
YOKESFORD HILL, BELBINS, ROMSEY
Messrs Jon Dunman, Andy Partridge from Southern Planning Practice Limited,
Philip Liddell and Tony Cuderford from Romsey Chamber of Commerce made
deputations in respect of this item.
The Committee considered a report of the Chief Planning Adviser (Item 10 in the
Minute Book) on an application for planning permission for the enlargement of the
existing recycling centre comprising erection of a building, walls, hardstandings,
remodelling of land levels, installation of plant and machinery, outside processing
of concrete (crushing for 28 days only) and wood shredding, storage of inert
screen materials, skips and, portaloos and associated parking on land at Building 1
and 2 and to the north-east of the Waste Centre at Yokesford Hill Industrial Estate,
Yokesford Hill, Belbins, Romsey.
Standing Order 21 was suspended to allow questions of clarification of facts to be
asked of the deputees.
In considering the application, Members noted issues of landscape, highways,
amenity, need and the part departure from the development plan. Michelmersh
and Braishfield Parish Councils had objected to the proposals on the grounds of
noise. Councillor Perry as Local Member had indicated that he was satisfied with
the noise output. The Minerals and Waste Core Strategy had identified the need for
this particular type of recycling. One of the main issues associated with the site
was highways and the increased traffic generated from the site. Members noted
that there would be a 50% increase in lorries although traffic would be directed in
4 different directions and that there is continuing pressure for this type of activity
and therefore a contribution to the highway works and an additional condition
requiring lorry traffic management plan on site to control lorries from the site
would be required.
Members were concerned about the start times of the concrete crusher and felt
there was a need to address lorry speeds accessing the site through a lorry
management plan. It was agreed that Condition (3) should be amended to restrict
the concrete crusher to operate 0800 - 1900 hours Monday to Friday only except in
emergencies. Members were advised that a £10,000 financial contribution towards
improving the local road network had been agreed.
Councillor Cooper, as Local Member expressed concern about the wider
implications on site and the collateral damage in respect of the access roads in the
area. Members agreed to set up a Liaison Panel comprising local residents, the
local Member and Councillor Cooper to ensure adequate monitoring of the site.
RESOLVED:
That subject to a £10,000 highway contribution being received for local road
improvements and maintenance, permission for the enlargement of a recycling
centre comprising erection of a building, walls, hardstandings, remodelling of land
levels, installation of plant and machinery, outside processing of concrete
(crushing for 28 days only) and wood shredding, storage of inert screen materials,
skips and portaloos and associated parking on land at Building 1 and Building 2
and land to the north-east of the Waste Centre, Yokesford Hill Industrial Estate,
Yokesford Hill, Belbins, Romsey (Application No. 07/01429/CMAS) be granted,
subject to the conditions specified in Appendix 1 to the report, the amendment to
Condition (3) as detailed above and the establishment of a Liaison Panel to
monitor the operation of the site.
138. CONSTRUCTION OF A NEW MOTOR CONTROL CENTRE KIOSK AND
VENT PIPE AS PART OF A SCHEME TO PREVENT INTERNAL SEWER
FLOODING TO TWO PROPERTIES AT NORFOLK HOUSE, 1 ROMSEY
ROAD, WINCHESTER

The Committee considered a report of the Chief Planning Adviser (Item 11 in the
Minute Book) on an application for planning permission to construct a new Motor
Control Centre Kiosk and vent pipe as part of a scheme to prevent internal sewer
flooding to two properties in Winchester.
Standing Order 21 was suspended to allow questions of clarification of facts to be
asked of the deputees.
In considering the application, the Committee noted issues of design and traffic
management.
Councillor Mrs Dickens advised that Councillor Mrs Peskett as Local Member
was satisfied with the proposal.
RESOLVED:
That planning permission for the construction of a new Motor Control Centre and
vent pipe as part of a scheme to prevent internal sewer flooding to two properties
at Norfolk House, 1 Romsey Road, Winchester be granted for the reason specified
in the report and subject to the conditions set out in Appendix 1 to the report.
139. FORMATION OF AN INCINERATOR BOTTOM ASH CONDITIONING
AND PROCESSING FACILITY FOR TEMPORARY PERIOD AT BLUE
HAZE LANDFILL, VERWOOD ROAD (b3081) RINGWOOD
(APPLICATION NO. 07/90181) (COUNTY COUNCIL REF. NF105)
The Committee considered a report of the Chief Planning Adviser (Item 12 in the
Minute Book) on an application for planning permission for a bottom ash
conditioning and processing facility within the Blue Haze Landfill site,
Verwood Road, Ringwood. The proposal is for a temporary period of five years to
allow time to secure and develop a long term facility.
In considering the application, the Committee considered issues of the need for an
incinerator bottom ash conditioning facility, the traffic and the amenity proposals.
RESOLVED:
That planning permission in respect of the formation of an incinerator bottom ash
conditioning and processing facility for a temporary period at Blue Haze Landfill,
Ringwood Road (B3081), Ringwood (Application No. 07/90181) be granted for
the reason set out in the report and subject to the conditions in Appendix 1 to the
report and an informative on the Decision Notice requiring consultation with the
Jewish Authorities in view of the site being situated in the vicinity of an old
Jewish cemetery.
140. TEMPORARY WASTE TRANSFER STATION AT BLUE HAZE
LANDFILL, VERWOOD ROAD, RINGWOOD

The Committee considered a report of the Chief Planning Adviser (Item 13 in the
Minute Book) on an application for planning permission for a temporary waste
transfer station at Blue Haze Landfill, Verwood Road, Ringwood.
In considering the application, the Committee considered issues of landscape,
amenity, highways and traffic.
RESOLVED:
That permission for a Temporary Waste Transfer Station at Blue Haze Landfill,
Verwood Road, Ringwood (Application No. 07/90182) be granted subject to
conditions in Appendix 1 to the report.
141. NON COMPLIANCE WITH CONDITION 3 OF PLANNING PERMISSION
NO. 06/88024 FOR A REVISED WORKING AND PHASING SCHEME AT
BLUE HAZE LANDFILL, VERWOOD ROAD, RINGWOOD
(APPLICATION NO. 07/90183) (COUNTY COUNCIL REF. NF105)
The Committee considered a report of the Chief Planning Adviser (Item 14 in the
Minute Book) on an application for planning permission for non compliance with
Condition 3 of Planning Permission No. 06/88024 for a revised working and
phasing scheme at Blue Haze Landfill, Verwood Road, Ringwood.
In considering the application, the Committee considered the issues of amenity,
landscape and the restoration timetable.
RESOLVED:
That, subject to permission for the bottom ash conditioning and processing being
granted (Application No. 07/90181), permission for non-compliance with
Condition 3 of Planning Permission No. 06/88024 for a revised working and
phasing scheme at Blue Haze Landfill, Verwood Road, Ringwood (Application
No. 07/90183) be granted subject to conditions in Appendix 1 of the report.
142. DEMOLITION OF EXISTING KITCHEN AND STORES TO BUILD A
NEW SINGLE STOREY HALL WITH ASSOCIATED
ACCOMMODATION AT BREAMORE CHURCH OF ENGLAND
PRIMARY SCHOOL, SALISBURY ROAD, BREAMORE
(APPLICATION NO. 07/90073)(COUNTY COUNCIL REF. NFE013)
The Committee considered a report of the Chief Planning Adviser (Item 8 in the
Minute Book) on an application for planning permission for the demolition of an
existing kitchen and stores and the construction of a new single storey hall with
associated accommodation, provision of a new internal link and relocating the
existing hard play area at Breamore Church of England Primary School, Salisbury
Road, Breamore.
In considering the application, the Committee noted that New Forest District
Council had objected to the proposals on the grounds of the size of the building.
Members noted issues of size of extension, loss of willow trees, the effect on the
conservation area and traffic circulation.
In response to a Member question about bats the Chief Planning Adviser advised
that if bats were found a licence would be needed from Natural England before
works could proceed and agreed that an informative note be added to the Decision
Notice to that effect.
RESOLVED:
That planning permission be granted for the reason set out in the report, subject to
the conditions set out in Appendix 1 to the report.
143. APPLICATION FOR A MAP MODIFICATION ORDER FOR THE
ADDITION TO THE DEFINITIVE MAP OF FOOTPATHS NORTH OF
EARNLEY ROAD, AT SANDY POINT, HAYLING ISLAND
The Committee considered a report of the Director of Recreation and Heritage
(Item 15 in the Minute Book) on an application for a Map Modification Order for
the addition to the Definitive Map of footpaths north of Earnley Road, at
Sandy Point, Hayling Island.
RESOLVED:
That an Order be made adding to the definitive map footpaths in Hayling Island in
the Borough of Havant, on the lines of Paths 1-6 as shown on the plan attached to
the report, on the grounds that they are reasonably alleged to subsist.
144. APPLICATION FOR A MAP MODIFICATION ORDER TO ADD A
FOOTPATH FROM THE WELLINGTON ARMS TO FOOTPATH 22, IN
THE PARISH OF BAUGHURST
The Committee considered a report of the Director of Recreation and Heritage
(Item 16 in the Minute Book) on an application for a Map Modification Order for
the addition of a footpath from the Wellington Arms to Footpath 22 in the Parish of
Baughurst.
The Committee noted that Councillor Mrs M. J. Tucker, the Local Member
supported the proposals.
Members agreed that an informative note be added stating that Hampshire County
Council has no intention of changing the nature of the highway.
RESOLVED:
(i) That Hampshire County Council accepts that the claimed route forms part of the
Highway known and recorded on the County's List of Streets, as Baughurst
Road (C101).
(ii) That the application for a Map Modification Order to add a footpath from the
Wellington arms to Footpath 22, in the Parish of Baughurst, be refused.
(iii) That the Parish Council be informed that Hampshire County Council has no
intention of changing the nature of the highway, ie no tarmac.
