This report is not for publication as it contains exempt information within Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972, being information relating to the financial or business affairs of any particular person (including the authority holding that information). Further it is considered that, in all the circumstances, the public interest in maintaining this exemption outweighs the public interest in disclosing this information. While there may be a public interest in disclosing this information, namely financial transparency in the County Council's affairs, it is felt that on balance this is outweighed by other factors in favour of maintaining the exception, namely the contract is subject to confidential third party financial and other negotiations and to reveal details of those negotiations would adversely affect the County Council's negotiating position relating to this contract.

That approval be given to Hampshire Drug and Alcohol Action Team (DAAT) to invite tenders for the provision of a single pan Hampshire Community Pharmacy drug treatment service. |

2.1 |
To utilise the general healthcare and social welfare support expertise, the unique physical location within many communities and the day to day contact with drug users that pharmacists have, to provide needle exchange and supervised consumption services in an holistic manner through community pharmacy services. This will improve interventions to drug users including reducing the risk of Blood Borne Virus infection. Retention in drug treatment will be improved through enhanced delivery and through supporting the reintegration of drug users back into their communities. This will maximise the well being of drug using individuals and ensure the local community is safer and more secure for all. |

Do Nothing |
|
Current services are contracted by other agencies and delivered informally with little monitoring. This raises issues of quality and consistency which if nothing is done will not be addressed. In addition doing nothing will mean there are fewer outlets for supervised consumption and needle exchange which may impact adversely on drug related deaths. |

Deliver Community Pharmacy Services through a range of providers |
|
A working group consisting of a pharmacy consultant, PCT representatives and the DAAT considered this option but felt that, due to the nature of Clinical Governance, the need for a consistent and equitable service, the need for geographical coverage and the scale of management resources required for numerous providers, it would be more effective and efficient to deliver this service through a single provider across Hampshire. |

Deliver needle exchange and supervised consumption services separately |
|
To ensure an holistic approach and the development of "centres of excellence" it is felt that the bulk of both services should be provided together, however some localised individual services may be required based on need. All services will be delivered through accredited pharmacists. |
