Residents and Relatives

Meetings were held with all residents and those relatives available on 3 May 2007 at Newman Bassett

Subsequently Care Managers are meeting with all residents/relatives

Care management interviews/meetings are taking place with all residents and relatives/advocates where appropriate. Options of alternative residential homes or nursing homes where the need indicates are being viewed/considered by individuals. Whilst initially there has been a reluctance from residents to move, a number are now anxious to move, and some need to move due to changes in dependency, e.g., require nursing or a higher level of dementia then either home can cater for. This approach has generally been supported by relatives.

Some residents have expressed a wish to move with their `friends' and this is taken into account when considering the moves, but can only be achieved where the needs are similar and there are vacancies in the preferred home. Choices are offered to residents regarding location of the new home, particularly where there is active relative involvement and if there are no In-House services, and individual negotiations take place with the Residential care provider.

Staff have been very supportive of residents in their care.

Only one relative has written and one phone call received.

Staff

A main staff meeting was held at the home on the 3 May 07

The majority of staff have now been seen by Human Resources on a one to one basis (with Union support if requested or a friend/ Manager)

HR support and options for future employment have been offered including being sent regular updates of the Employment Opportunities in Hampshire County Council. If required assistance with interview skills training has been offered.

A second set of interviews have now taken place and the final outcome awaited.

One member of staff wrote to the MP which was responded to.

Member Involvement

There have a number of local Councillors involved as well as the MP Maria Miller

Safe and Healthy People Select Committee required a report to consider the consultation process undertaken for the home

A meeting was held with key local Members by the Leader on the 2 May including: Cllr Maxwell; Cllr Banks; Cllr Reid (sent apologies)and the MP Maria Miller

Meetings have been held at Newman Bassett on the 30 May (with Cllr Thornber and Cllr. Hindson and on the 8 June with Maria Miller MP, Cllr Reid and Cllr Hindson. Correspondence (E Mails and letters) have also been sent

Generally Members were satisfied with the process which follows the Consultation process adopted by the Hampshire Compact.

There has been only one letter received from a local Councillor but a number of E Mail messages

NHS including PCTs

Letters sent to all interested parties in the local area

Response from `local' PCT area which broadly supported the approach to move to Extra Care supported living so long as we were able to meet the needs of those people requiring residential care in terms of local capacity

Local GP surgery responded ( Marlowe Partnership). Supportive of move to extra care if the right level of support was available. Understood the reasons for Adult Service's approach for the Home.

Borough Council

Invitation received to attend a meeting of the Sustainable Communities Overview Committee.

Basingstoke and Deane Borough Council discussed the issue at the Council meeting on the 20 June where a full debate was held. In general Council Members were against the closure, although generally supported the approach to Extra Care Housing which they considered as being too late to affect current residents and would welcome further partnership working. A formal written response has been received which indicate that there are still a number of concerns about local residential care capacity. However there is confirmation of support for extra care housing and a keenness to continue partnership working.

Voluntary Organisations

Letter sent to local Alzheimer's Associations and Age Concern

Although no written response a discussion was held with the Secretary of the local Alzheimer's association who expressed concern about the loss of the facility given the low number of local places for people with Dementia..

As yet no response from Age Concern

Public Response

There was considerable media attention locally and a campaign was run against the closure

A petition of about 900 signatures was presented to the local Member Cllr Reid on the 8 June expressing concern about the potential closure and the need for such residential homes locally.

No correspondence has been received from neighbours or people from the local area of Newman Bassett House

Options of alternative residential homes or nursing homes where the need indicates are being viewed/considered by individuals. Whilst initially there has been a reluctance from residents to move, a number are now anxious to move, and some need to move due to changes in dependency, e.g., require nursing or a higher level of dementia then either home can cater for. A number of relatives are still raising questions as to the need to move. However there are an increasing number who have expressed their wish to move as soon as they can now as they believe incorrectly, despite assurances, that a decision has been made for the home to cease operating. Arrangements have been made to view other options, and given experience this enables residents/ relatives to make better informed choices and decisions

A meeting was held at Linden House on the 5 June with Cllr Thornber and Cllr. Hindson Correspondence (E Mails and letters) have also been sent - 3 in all and 2 from the MP

Generally Members were satisfied with the process which follows the Consultation process adopted by the Hampshire Compact.

The local MP visited Linden House on the 30th July.

As yet a response from the `local' PCT has not been received but there have been two very positive letters from two Consultants (one in Old Age and one in Old Age Psychiatry). One commented on the general low level of care offered and the other suggested we focus on a higher level of care needs in suitable accommodation. They both supported the direction of travel in relation to reprovision to Extra Care Housing so long as it is adequately resourced in terms of care support, and believe it is gap in the current care continuum .

District Council

Letter sent regarding the consultation

Response from the Portfolio Holder for Employment, Health and Wellbeing, which broadly accepted the reasons behind the future plans for Linden House. There was also a commitment to continue to develop the partnership arrangement to develop extra care housing.

Letters were written to the local Alzheimer's Association, local age Concern and Age Concern Hampshire.

Public/ local response

Responses from the local community

Local groups, particularly the Lymington Society, and the local press have been very involved and believe the Home would be great loss to the local community and should not close.

A local campaign was also started by a local shop keeper and a 3,300 signature petition was presented to the Director for Adult Services indicating its opposition to any suggestion of closure. A copy will be available at the Decision day.

A letter has been received from a neighbour indicating how good the care was at the home and that little was required to update the Home.

There has been two letters from neighbours of the Home.
