RANVILLES RANGERS YOUTH FOOTBALL CLUB, FAREHAM

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

Ranvilles Rangers Youth Football Club is based at the Hook Recreation Ground near Fareham. It caters for young people aged between 6 and 18 to take part in football on its four pitches and currently has 200 members.

Drainage for these pitches at present means the grounds are unusable between October and March. To rectify this problem and make the grounds more readily available, the Club wish to carry out improvements, improve security and provide disabled access costing £165,000.

Fareham Borough Council, who has leased the land to the Club on a 50-year tenure, has contributed £20,000 towards the scheme and funds of £125,000 have been sought from the Football Foundation. The County Council is being asked for the remaining sum of £20,000.

Recreation and Heritage Department contributes an annual sum of £60,000 to the Hampshire Playing Fields Association for them to provide grants for these types of request.

6 GENERAL COMMENTS

Director of Recreation and Heritage: The pitch quality has been a real issue over the last 18 months and this scheme would enable the Club to utilise the pitches more, thus enabling more people to take part in football.This Department's target is to increase participation by 1% per annum - one mechanism to helping us to achieve this is through improved facilities. Whilst we have not personally come into contact with this club through our development work, I would in principle support this type of application.

FRIENDS OF HYDE ABBEY GARDEN, WINCHESTER

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

Hyde Abbey Garden in Winchester is a memorial garden to commemorate the last known resting place of King Alfred the Great, his Queen Ealswith and their son Edward the Elder. The Garden was designed by Kim Wilkie who is one of the foremost landscape architects in the Country. Work has been completed in three phases and the only remaining element left is to purchase and install 35 ornamental lamps which will be strategically be placed in the grounds. The cost of which is £17,000. The Friends have all but raised this amount but are asking the County Council to contribute the final £3,000.

Funding for the previous two phases has been provided by the Friends of Hyde Abbey Garden, Winchester City Council and The Heritage Lottery Fund. Hampshire Gardens Trust has sponsored a model of the garden which is used in presentations to interested groups and individuals.

6 GENERAL COMMENTS

Head of Museums and Archives, Recreation and Heritage Department: I would have no objections to supporting the Hyde Abbey Gardens lighting project. The 900th anniversary of Hyde Abbey is coming up in 2010, and there are big celebrations planned. It is appropriate that the County Council support the updating of the gardens

HAYLING ISLAND AGE CONCERN

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

The Hayling Island branch of Age Concern has been providing luncheon clubs for up to 40 elderly people at its Sunnyside Hall premises since 1985, all of which are run by volunteers. The building is also used by a weekly mental health group.

The branch wishes to replace its old and expensive heating system with gas central heating costing £5,300. Age Concern has not sought funds from other organisations.

HAMPSHIRE MAGISTRATES (IN CONJUNCTION WITH THE CITIZENSHIP FOUNDATION)

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

Between October 2007 and June 2008 all state schools within Hampshire are invited to take part in the Mock Trials Competition where pupils take the part of magistrates, legal advisors, lawyers, defendants and witnesses in the trials and act out cases in the Magistrates Courts. By taking part, it is believed young people from differing backgrounds are able to improve their citizenship skills and see how the justice system works at first hand.

* these costs are met by the Ministry of Justice

Director of Children's Services: This is a very worthwhile activity. Citizenship is a key element of healthy schools and this would support them in meeting their statutory requirements. This department does have a Healthy Schools budget from which this request could be considered.

ROMSEY TOWN COUNCIL

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

On 8 June this year, Her Majesty The Queen and HRH the Duke of Edinburgh visited Romsey to mark the Four Hundredth Anniversary of the granting of the Royal Charter by King James 1 in 1607. This year also marks the Diamond Wedding of the Queen and Prince Philip.

The visit was extremely successful and attracted thousands of people from across the county. The public interest far outweighed the expectations of the organisers and in order to ensure public safety, the Town Council were required to put additional safety measures in place.

Final costs remain to be ascertained but present estimates indicate additional expenditure associated with security and public safety needs of in the region of £30,000. Assistance has also been sought from Test Valley Borough Council by the Town Council.

The local member is Councillor Cooper who is also Mayor of Romsey Town Council. Councillor Cooper does not wish to comment.

6 GENERAL COMMENTS

Chief Executive: Support was given to the Town Council in the usual way when royal visits take place in Hampshire. Advice was also given by the County Emergency Planning Officer. These costs were unforeseen by the Town Council and a grant of up to £10,000 may be considered appropriate in the circumstances given the significance of the event to the people of Hampshire.
