You are hereby summoned to attend the Meeting of the County Council to be held at The Castle, Winchester at 10.00am on THURSDAY 27 SEPTEMBER 2007 to consider and resolve upon the business set out in the Agenda below. There will be a short service of prayer at the beginning of the meeting.

2. DECLARATIONS OF INTEREST
All Members who believe they have a personal or prejudicial interest in any matter to be considered at the meeting must declare that interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration should be made at the time of the relevant debate.

To confirm the Minutes of the meeting held on 12 July 2007.
4. CHAIRMAN'S COMMUNICATIONS
To receive such communications as the Chairman may wish to put before the Council.
5. LEADER'S REPORT
To receive such reports as the Leader of the Council may wish to make to the Council.
6. QUESTIONS UNDER STANDING ORDER 20(b)
The list of questions received will be circulated at the meeting. Where a member has submitted more than one question, their second and subsequent questions will not be answered until all other members' first questions have been dealt with.
Part 1 - Matters for decision
7. APPOINTMENTS
a) Pursuant to Standing Order 41.4(1), the Leader of the Council will report in relation to the appointment of the Head of the County Council's paid service. The Council must approve the appointment. Interviews for the post of Chief Executive are to be held on 21 September 2007 by a Members Panel (constituted in accordance with Standing Order 41.10) representative of the political groups within the County Council.
b) To make alterations as required in the membership of committees and other bodies which are not subject to proportionality rules, and to make any other member appointments necessary:
Standing Advisory Council on Religious Education (SACRE)
The Council is asked to approve the appointment of Councillor Mrs McNair Scott as Chairman of the Standing Advisory Council on Religious Education (SACRE), the current Chairman, Mr Juniper having indicated his wish to stand down. Mr Juniper is willing to continue to serve as Vice Chairman and this is also recommended. Councillor Kirk will stand down as a member of SACRE but continue to attend as necessary as Executive Lead Member for Children's Services (Education).
8. HAMPSHIRE MINERALS PLAN (PREFERRED OPTION) - APPROVAL FOR PUBLIC CONSULTATION
To consider the recommendations of the Cabinet from its meeting on 24 September 2007.
The report to be considered by the Cabinet is circulated with this agenda. A note on the outcome of its deliberations will follow as soon as possible after its meeting.
9. DELEGATION IN RESPECT OF GRANTS TO THE COUNTY COUNCIL
To consider a report of the Head of Corporate and Legal Services recommending an addition to Part 2: Chapter 1, paragraph 4 of the Constitution (Chief Officers' delegated authority) to authorise the County Treasurer to agree terms and conditions of grants from Government Departments under Section 31 of the Local Government Act 2003 and other provisions, towards expenditure incurred by the County Council or to be incurred by it.
10. DISABLED PERSONS (INDEPENDENT LIVING) BILL
To consider the following Notice of Motion submitted by Councillor Dowden pursuant to Standing Order 17, seconded by Councillor Simpson:
"Hampshire County Council fully supports Lord Ashley's Disabled Persons (Independent Living) Bill and writes to urge the Prime Minister, Gordon Brown, that government allows sufficient Parliamentary time for the Bill to become an Act of Parliament and allocates sufficient funds to implement the principles of it."

11. HAMPSHIRE POLICE AUTHORITY
a) To deal with any questions which have been submitted pursuant to Standing Order 20(d) concerning the discharge of the Authority's functions.
b) To receive the report of the Hampshire Police Authority
12. HAMPSHIRE FIRE AND RESCUE AUTHORITY
To deal with any questions which have been submitted pursuant to Standing Order 20(e) concerning the discharge of the Authority's functions; there is no report of the Hampshire Fire and Rescue Authority on this occasion.

The report has been received by the Cabinet, also in accordance with Part 1: Chapter 15 of the Constitution.
