REPORT OF THE
EXECUTIVE LEAD MEMBER FOR CHILDREN'S SERVICES (EDUCATION)
AND EXECUTIVE MEMBER FOR CHILDREN AND FAMILIES
ADULT LEARNING THREE-YEAR DEVELOPMENT PLAN 2007-2010
1. Adult and Family Learning (AFL) provision is designed and delivered to meet the respective objectives of the County Council and the Learning and Skills Council (LSC). The funding available to the AFL is largely received through the annual contract with the local LSC. The County Council continues to contribute less than 10% of the budget. AFL's provision is served mainly through funding agreements with a range of organisations including extended schools, children's centres, voluntary and community organisations and other County Council services and departments. The Executive Lead Member has approved the Adult Learning Three-Year Development Plan for 2007 to 2010, prior to it being presented to the Hampshire and Isle of Wight Learning Skills Council for funding in 2007/08.
2. For 2007/08 the AFL is tasked with a number of new challenges. These include undertaking new policy requirements for personal and community development learning; developing a Hampshire Learning Network and making various other revisions to its work. Also, there are to be changes to both family and to older adult learning programmes. Further details about each of these new challenges and changes are contained in the Executive Lead Member report. Copies of this report and the Adult Learning Three-Year Development Plan for 2007 to 2010 are available in the Members' Rooms.
3. The above Plan aims to further improve adult and family learning. This supports the Council's Corporate Priorities.
