1. Summary
The following decision is sought:
That authority be given to the Director of Adult Services to negotiate a single tender for the merged provision of the On Track and Waterlooville Day Services for Adults with Learning Disabilities in Havant and North and East Hampshire.
2. Reasons
2.1 The proposal represents the most economically viable arrangement for the County Council and will provide a key strategic service within the day service modernisation programme.
2.2. Links to Corporate Strategy
This report supports Corporate Strategy's Aim of "Maximising Wellbeing" by ensuring that service users have access to life enhancing experiences and skills development that will promote their independence and social inclusion, ability to access universal services and Supported Employment Services. The service supports the Hampshire Local Area Agreement indicators and targets regarding unemployment, social enterprise development and volunteering and supports the day service modernisation programme.
2.3 Hampshire Compact
The Service Provider was consulted in accordance with the provisions of the Hampshire Compact.
3. Impact Assessment
The Service fits within the broad strategy for learning disability day service modernisation which has been impact assessed. Smaller scale local services are more likely to respond to the needs of people with learning disabilities from black and ethnic minority groups. The future focus on self directed support, use of community resources through the brokerage function and person centred service solutions are likely to promote fairer and more equal access to services.
4. Other Options Considered and Rejected:
Tendering not considered appropriate whilst day services are being reviewed. Concerns about potential for destabilising services during the review period, with adverse impact on service users, families and staff. Negotiations in respect of the new service model have also been undertaken on the basis of a partnership approach with a long-standing service provider. The new service will also result in cost savings and give added value through voluntary input and funding.
