Subject: Business Plan 2007-2009
Purpose of the Report
To consider a Business Plan to guide the work of the Joint Committee for the coming two years and provide the basis for establishing the necessary resources to carry out its functions. The draft Business Plan is to be recommended to the three constituent local authorities, Hampshire, Portsmouth and Southampton, for their approval. Once approved by the appropriate council meetings, the Business Plan will form the basis of work for Transport for South Hampshire to undertake, in its role as the new corporate body.
Recommendations
1. That the draft Business Plan for 2007-2009 be agreed for recommendation to all of the three constituent authorities for their formal approval.
2. That the Committee notes that actions shown within the Business Plan that are yet to be funded are contingent on funding becoming available.
Introduction
1. A draft Business Plan has been prepared by officers of Hampshire, Portsmouth and Southampton Councils, shared with stakeholders at a meeting on 29 August 2007. The Senior Management Board considered that the timescale for this Business Plan should span the current and forward year, allowing actions to be planned with some confidence for 2007-2009. The draft Plan also provides for actions beyond 2009, although, at this stage, the resource implications for these have yet to be determined.
2. The Governance Agreement requires the Joint Committee to recommend the Business Plan to the three constituent authorities for approval by their respective decision-making processes. Once it has been so approved by the three authorities, it will become the Approved Business Plan to guide the work and activity of Transport for South Hampshire (TfSH).
The Draft Business Plan
3. The draft Business Plan is attached to this report. It features the Key Objectives, mentioned in the Agreement, and proposes a Vision, based upon the agreed vision adopted by Solent Transport. An accompanying Action Plan outlines the key activities to be directed by the three working groups, covering respectively, South Hampshire Transport Strategy, Public Transport and Traffic Management and Information. In addition, it addresses those key activities that fall outside the remit of the working groups, covering the Democratic Process, Funding, and Marketing & Communications.
4. The resource needs have been estimated and many of the activities outlined in the draft Business Plan are dependent upon securing sufficient resources both from the constituent authorities and other sources.
5. Certain components within the Business Plan and allocation of resources from third parties may be influenced by the presentations from stakeholders during the morning session, prior to the meeting of the Joint Committee.
