ARMY BENEVOLENT FUND

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    In April next year the Earl of Portsmouth is organising a Ball for approximately 430 people in the grounds of Farleigh House. The Ball is to be a major fundraising event in Hampshire for the Army Benevolent Fund (ABF) where it is hoped that a profit target of £75,000 will be reached.

    The ABF needs to raise £60,000 for the cost of this event, which will allow ticket sales to be treated as donations towards its Fund. So far £25,000 has been raised.

5 COMMENTS OF LOCAL MEMBER


    Councillor Kemp-Gee supports this request and declares an interest in this organisation as he serves on the Fund's Ball Committee.

6 GENERAL COMMENTS


    Chief Executive: Over the past several years this organisation has received a number of "one-off" grants to assist Hampshire Service people and their families.

    This is a request for a fundraising event, which unfortunately does not fall within the guidelines used in awarding monies from this budget. Regretfully, a grant is not recommended on this occasion.

TITCHFIELD BONFIRE BOYS SOCIETY

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    Titchfield Bonfire Boys Society was formed in the 1880's and has provided one of the oldest and most successful carnivals in the County. These events have raised money for local charities, organisations and good causes in the village

    Due to rising police, health and safety, insurance and security costs, there will be no carnival this year. The Society has therefore revised the route of the procession through the village which will enable costs to be reduced to £12,000 in 2008.

    A contribution of £2,000 is also being sought from Fareham Borough Council. The Society hopes to raise the balance through various fundraising events.

    Councillor Hockley is supportive of this request.

6 GENERAL COMMENTS


    Chief Executive: It is not usual policy to award grants from this budget to organisations requesting funds for onward distribution. Therefore a grant is not recommended on this occasion.

    Director of Recreation and Heritage: Although the Committee do promote a concert, it is a fundraising activity, which puts it outside the scope of our grant scheme.

ODIHAM TENNIS CLUB

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    Odiham Tennis Club is the main, but not exclusive, user of two tennis courts owned by Odiham Sports Centre Trust. Over the years several mature trees have caused damage to the courts, which were last resurfaced in 1989.

    The Club is working closely with the Lawn Tennis Association (LTA) and Odiham Parish Council to carry out necessary improvements which will also include additional fencing, paths and practice walls costing £53,000. It is anticipated the works will be completed in Spring 2008.

    So far, £28,500 has been contributed by SITA and Hart District Council. Requests for funding have also been submitted to Awards for All (£10,000) and Hampshire Playing Fields Association (HPFA) (£2,500). Any shortfall in financing the project will be met by the Parish Council and Tennis Club.

6 GENERAL COMMENTS


    Chief Executive: The County Council contributes an annual sum of approximately £60,000 to the HPFA to distribute funds for these types of projects.

    Director of Recreation and Heritage: A club should be encouraged to plan for maintenance and upgrades to its facilities for sustainability reasons. This should be reflected in the fees charged to its members. This department encourages participation in sport and having consulted with the LTA would certainly support this application as the courts are becoming a health and safety issue.

FAIR OAK SCOUT GROUP

1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT

    Fair Oak Scout Group has been in operation since the 1970's providing activities for young people at its premises in Shorts Road. It currently has 50+ young people whose ages range from 5 to 15 years who meet on a weekly basis and take part in various activities including camping, fishing, first aid and orienteering.

    Parts of the building are now in need of repair and updating. Following a structural survey, works totalling £30,500 have been identified which include underpinning, roof repairs, cladding and installing a disabled ramp. These works are expected to be completed by August next year.

    The balance of the finance needed will be raised through loans and fundraising events.

6 GENERAL COMMENTS


    Director of Children's Services: This request does not meet the criteria for a grant from the Youth Service as monies are not awarded for capital projects. However, the Scouts provide an excellent work programme of activities for many young people and any support that helps them achieve their goals and provide increased opportunities is recommended.
