Summary

1.1

The following decisions are sought:

That approval be given to:

1 The selection of Kier Regional and Mansell Construction for the Andover Primary Schools, Education Centre and Children's Centre programme of work under the SECE Framework for Major Schemes (Tier 1).

2 The appointment of the contractors to the Second Tier Framework arrangement as indicated in the report to the Buildings, Land and Procurement Panel of 2 October 2007.

3 Projects to be undertaken through the second tier framework arrangement.

4 The appointment of the contractor to the Temporary Buildings Term Contract as indicated in the report to the Buildings, Land and Procurement Panel of 2 October 2007.

5 The progress made in establishing the Third Tier, Hard Landscaping and Reactive Building Maintenance framework arrangements.

6 The progression of the proposed works at the Winchester Law Courts and Southside Offices.

7 The Shared Services agreement to be formalised with Reading Borough Council.

8 The procurement initiatives implemented this year as set out in Appendix 4 of the report to BLPP on 2 October 2007.

9 The proposed procurement arrangements set out in Appendix 5 of the BLPP report on 2 October 2007 relating to:

_ Children's Centres - allocation of projects

_ Warren Park Junior School - outdoor classroom

_ Wildground Infant School - SCOLA re-cladding

_ Horndean Infant School - SCOLA re-cladding

_ Horndean Junior School - SAI works

_ Various properties - fire precautions works

_ Moorside office and warehouse - fit out works

_ Hampshire Records Office - relocation of Local Studies

_ Linden Education Centre - extension

_ St James Primary, Emsworth - admin extension

_ Capital House and Sheridan - office accommodation works

_ Applemore College - SCOLA recladding works

Reasons

2.1

To progress a number of building projects through a range of procurement initiatives

2.2

The completion of projects through Framework arrangements ensures that the schemes are delivered in a cost-effective way, involves closer working and collaboration with the construction industry which ensures continuous improvement in the Council's services and enhances the quality of place in Hampshire.
