Subject: Hampshire Scrutiny Panel.
1 Thank you for the opportunity to comment on the scrutiny paper for prioritising a Lyndhurst By -Pass. I will address your three questions.
The traffic problems in Lyndhurst are well documented. Lyndhurst is a crossroad for N.S>E. and W. Much of the congestion is caused by traffic not filtering at the top of Shrubbs Hill and the traffic lights not being synchronised. Cars also stop to allow Pedestrians to cross the road, although we have two crossings in the High Street. Of course the sheer volume of traffic cannot be ignored.
2. There are no quick easy solutions, all will have some impact on Residents, depending where they live. One solution would be to ban all HGV'S, from the top of the Village as well as the High Street, this would then allow the left hand filter light, from the A35 to the A337 to be on much of the time, just allowing times for Pedestrians to cross. The traffic would then be more free flowing. To widen the corner would be another option, but this would involve the demolition of important buildings in the street scene and would not be acceptable. Trying to tinker with the present one way system, has already been looked at and is not an acceptable option.
3. An outer By-Pass would be a viable option, but given all the Environmental restrictions, would I think be difficult to deliver. Given the forecast for future traffic increases, the predictions are that a By -Pass would be clogged within five years. It would of course take the pollution away from the village. I would not support any attempts to provide an inner route that would divide the village and merely remove the problems from one set of Residents to another.
This is only a short comment on the issues, having been involved with the By -Pass over the past twenty years and attending both the previous inquiries I would be very happy to come to your Panel and answer any questions you may have.
