AT A MEETING of the ALCOHOL SCRUTINY REVIEW GROUP of the SAFE AND HEALTHY PEOPLE SELECT COMMITTEE held at The Castle, Winchester on 9 November, 2007

1. DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate declare their interest, and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed, save for exercising any right to speak in accordance with Paragraph 12 of the code.
Councillor Mrs. J.A. Porter declared a personal interest as she was Chairman of a local charity, Streetreach; and Councillor Mrs. A. McNair Scott declared a personal interest in view of her involvement with the Trinity Centre in Basingstoke.
2. CHAIRMAN'S COMMUNICATIONS
The Chairman gave a general introduction to the work of the Panel in its public evidence sessions and welcomed the witnesses for the morning's session. A glossary of relevant terms was circulated for Members' reference.
3. TIMETABLE AND PROGRAMME FOR THE DAY
Apologies were received from Nikki Keeley, Options & Zoe Fletcher. CRI DAIS.
The Panel considered oral evidence from witnesses as set out in the programme and appendices attached to the papers. They then interviewed witnesses as follows:-
· Helen Erswell - Manager, T2 (young people's service, early intervention).
· Howard King - Manager, T2.
· Sally Dyde - Operations Manager, Two Saints Housing Association.
· Alison Douglas - Service Manager, Stonham Housing Association.
· Don Shenker - Director of Policy and Services, Alcohol Concern.
Members questioned the witnesses based on their oral and written submissions. The session was recorded and is stored securely as part of the public record.
The Panel asked for further evidence on the following topics:-
· Numbers of places for alcohol-related clients provided by the Stonham Housing Association.
· Copy of the Department of Health letter regarding the Choosing Health money for PCTs.
· Further details of work on alcohol services being done under the Joint Strategic Needs Assessment and the Crime and Disorder Reduction Partnership - both to be pursued when witnesses from the PCTs and the Drug and Alcohol Action Team appear before the Panel.
· Details of the Alcohol Use Disorder Intervention Tool (AUDIT).
· Further details of the alcohol good practice hub, being set up on Alcohol Concern's website.
· The question as to whether alcohol related performance indicators are enshrined in the Local Area Agreement (LAA).
