Officer comments

County Councillor Mrs Buckley

I write to oppose the proposed traffic regulation order:

1. I feel that the proposals which would remove parked cars outside 37a-49 Bedhampton Hill would have the effect of speeding up traffic in Bedhampton Hill. It is recognised that currently these parked cars have a traffic calming effect on this busy road.

2. Also I feel it would make it difficult and dangerous for residents from 37a-49 to emerge from their drives onto Bedhampton Hill.

3. Bedhampton Hill is an access road to Bedhampton and Havant, it is busy at all times and very difficult to cross. Removing these parking spaces would mean that car drivers and passengers would have to find parking spaces on the other side of the road and cross the road.

4. There are limited parking spaces in Bedhampton Hill and very limited alternative parking.

1. The proposal does have the potential to speed up traffic on part of Bedhampton Hill. However, the objector already comments that speeding occurs on this road. Speed enforcement is the responsibility of the police who are the sole enforcing agents. As with all roads where speed becomes a safety problem the Highway Authority, in partnership with the police, will bring forward measures to ameliorate the problem.

2. The proposed waiting restrictions will clear parking and thus improve visibility both for vehicles exiting driveways from numbers 37a-49 and for traffic travelling south on Bedhampton Hill.

3. This proposal does not preclude parking on the opposite side of the road from the proposed restrictions. It is appreciated that crossing of this busy road is not ideal, however the removal of the parking on the eastern side will provide highway users with improved forward visibility thereby reducing potential conflicts between pedestrians and vehicular traffic. As with all traffic management measures introduced by the Highway Authority the impacts are monitored and should it be proven necessary supplemented with additional measures.

4. Whilst on street parking space will be retained (albeit on the north-western side) it is important to remember that the public highway is for passing and re-passing of traffic and not for the parking of vehicles.

Borough Councillor

Ms Wride

1. The imposition of the proposed Traffic Regulation Order will cause the already fast vehicular traffic to increase as the effect would provide a virtual clear run on Bedhampton Hill.

2. Additionally there are a number of residents who do not have off-road parking or garages and will have less space to park. There are very few options to park in adjacent roads.

1. See previous comments.

2. See previous comments with regard to parking on the public highway. The proposal will not affect parking on the north-western side.
