1. Summary
1.1 This report summarises the activities and events on the River from 27 September 2007. Any incidents taking place after this report is distributed will be the subject of a separate annex to be distributed at the meeting.

2.1 That the contents of this report be noted.
3. Report
3.1 The River has been patrolled daily by the duty Harbour Master and Coxswains from 0600 hours to 2200hrs, 2300hrs and 2359 hours until 4 September and from 0700 hours until 1830 hours thereafter (when autumn routine came into effect).
4. Incidents
4.1 27 September; Patrol received a telephone call from a `Zap-Cat' trapped between the two piles at beacon number seven. Patrol attended and recovered the `Zap-Cat' to Harbour Masters Jetty Warsash.
4.2 30 September: Patrol recovered from the River a number of railway sleepers.
4.3 2 October; Patrol stood by with pumping equipment during vessel moving in the main channel which was in danger of sinking.
4.4 6 October: Harbour Master approached and spoke to commercial bait diggers who were working in the Warsash area. The meeting became confrontational therefore the bait diggers were informed that permission from the landowner must be given before commercial digging can proceed. The bait diggers departed soon after the meeting.
4.5 7 October: Patrol stood by large vessel which was towed into the River.
4.6 9 October: Patrol re-furled head sail of yacht on mid-stream mooring. Owner informed.
4.7 12 October: Jet-Skier observed exceeding the 6 knot speed limit. Owner of the vessel was interviewed pending a possible prosecution.
4.8 15 October: Harbour Authority signs on Hamble Jetty vandalised with spray paint. Paint removed successfully.
4.9 17 October: Patrol had great difficulty in re-furling a yachts headsail. Owner informed. October:
4.10 Training Ship Royalist alongside Harbour Masters Jetty for two nights while working with the new Sea Cadet Unit which has been established at Warsash.
4.11 21 October: Patrol discovered a pile iron which had broken away from its fixing bolts. Patrol arranged for vessels to be moved to temporary moorings while repairs completed to the pile.
4.12 4 October: Harbour Master arrested a boat which had not paid harbour dues payable to the River Hamble Harbour Authority and pursuant to section 44 Harbour Docks & Piers and Clauses Act 1847, as incorporated within the River Hamble Harbour Revision Order 1969. Owner of the vessel paid the Harbour Dues and other mooring fees totalling £860
4.13 27 October: Yacht aground on Hamble spit. Reported to Solent Coastguard as patrol unable to attend. Hamble Lifeboat attended and recovered the yacht.
4.14 28 October: Patrol assisted a yacht with a rope around its propeller.
4.15 29 October: Patrol found a yacht on a midstream mooring being held down by its mooring warps. The yacht was under threat of sinking as the tide took affect. Patrol freed the lines and re-laid them. Owner contacted.
4.16 30 October: Maintenance work commenced on The Crown Estate midstream moorings the contractor. The patrol involved in ensuring vessels not moved by owners are attended too.
5. Pontoon Safety
5.1 30 October 2007; A pontoon mooring failed when it broke in half at its moorings. On further investigation the mooring chains, Shackles and ring bolts were found to be in a very poor state of repair (see photographs). The pontoon owner had signed a `self certification form' on the 10 October 2007 declaring the pontoon safe following his inspection. The pontoon is being removed for disposal at a cost of around £500 by the owner. Information regarding this matter was passed to the River Hamble Mooring Holders Association to enable their members to be informed
6. Harbour Authority Website
6.1 The Harbour Authority website is in the process of being updated and now has the following facilities available to members of the public: -
a. Harbour Patrol Team: explains the roles of the patrol team and provides an incident report to enable members of the public to report incidents.
b. Patrol Team Diary: lists activities overall for the period and provides a diary broken down by months.
c. Incidents: reportable incidents under the Port Marine Safety Code.
d. Refuelling: Details about safe refuelling practices and fuel spills during refuelling operations
e. Port Marine Safety Code: provides an outline explanation of the code and our responsibilities.
f. Consultation: How the Harbour Authority provides a consultation procedure to allow River Users to put forward any concerns or ideas they may have about Navigational Safety or comments regarding Harbour Works Consent applications.
g. Designated Person: Provides details of the Designated Person and his duties with further details how members of the public can contact him direct to report any concerns they may have.
h. Jet Skiers and Personal Water Craft: Lists launching facilities, do's and don'ts and explains further about the 6 knot speed limit and wash restrictions. It also provides links to other websites which further detail safety and training opportunities for the PWC owner.
6.2 The website will undergo further improvements when the Environmental pages and the sub-menu will be completed. This will include the River Hamble Recycling Scheme "Get On Board and Recycle" which will be in place for the 2008 sailing season. Another feature of the website will be a series of photograph pages which will include navigation, environment, waders and wildlife, scenes on the water, events and yacht clubs. There will be interactive forms to enable members of the public to send in any remarks, concerns, ideas, report incidents that they have been involved in or witnessed.
7. Boat Scrubber
7.1 The Boat Scrubber machine has been removed from the bed of the River and the pontoon recovered to The Crown Estate for annual mooring holders use.
8. Impact Assessments
8.1 This report provides a position statement only, therefore an impact assessment, in
terms of the Race Relations (Amendment) Act, has not been undertaken.
