Health Review Programme: Update on the Care at End of Life Review

    Background

    1. This report provides the HOSC with an update on progress with the recommendations arising from the Care at the End of Life Review.

    2. Progress made by the PCT and County Council with the recommendations made by the HOSC has been reported previously.

    3. Additionally members have had a dedicated meeting to consider progress with this work.

    4. The Department of Health has confirmed that the launch of the Care at the End of Life national strategy, due in December 2007, will now be deferred to link with the outcome of the Darzi review in June 2008.

    Care at End of Life Research Project

    5. Following the proposals being turned down by Portsmouth Medical Ethics Committee the University has appealed against this decision. Additionally the PCT, County Council and University are looking at alternative options for taking this work forward in the New Year.

    6. The Healthcare Commission has also provided some funding towards this work.

    Recommendations

    7. That members are kept apprised of progress with securing feedback from service users and carers.

    8. That Members receive a more detailed response from Hampshire PCT and Hampshire County Council in November providing a more detailed response on the progress with regard to:

    · Protocols for transferring patients (PCT)

    · Agreement on a single, synchronised assessment process (PCT)

    · Progress with a County -wide strategy for Carers (HCC)

    · Access to support for carers (PCT and HCC)

    · Audit of information for patients and carers (PCT)
