76 MINUTES
The Minutes of the meeting of the Committee held on 1 October 2007 were confirmed as a correct record.
Arising Thereon:
a. Minute No. 70 - Preparing for Local Government Involvement Networks LINks)
Denise Holden reported that funding for LINks had still not been confirmed and the possibility was being investigated of Hampshire, Portsmouth and Southampton collectively tendering on the LINks contract. The Patient and Public Involvement Forums would cease to exist on 31 March 2008.
77 MENTAL HEALTH WORKSHOP
David Pryke presented the notes of the Mental Health Workshop which had been held on 22 October 2007. Members had found the workshop very useful and had expressed their appreciation for it
78 SOUTHAMPTON UNIVERSITY HOSPITALS TRUST FOUNDATION STATUS
Mark Hackett, Chief Executive of the Trust gave a presentation on the application for Foundation Trust status. He outlined what a foundation was and what foundation status entailed and its benefits together with the consultation procedure and the engagement with patients, public and staff. Following consultation the business plan would be submitted to the Strategic Health Authority and then to the Department of Health for consideration. He gave details of the Trust's 20:20 vision and how it would be achieved. Members raised a number of points for further consideration and discussion. These would be included in the collective response from the Committee.
RESOLVED:
That Southampton University Hospitals Trust application for Foundation Trust Status be supported, pending a satisfactory response to the queries raised by members.
79 ISLE OF WIGHT RESIDENTIAL SERVICES FOR ADULTS
Details of the Isle of Wight's residential services for adults and the self assessment form were presented for information.
80 SPECIALIST PALLIATIVE CARE SERVICES IN SOUTHEAST HAMPSHIRE
Denise Holden reported that Portsmouth City Primary Care Trust had notified its intention to withdraw from existing arrangements for commissioning specialist palliative care services in southeast Hampshire. Portsmouth City Health Overview and Scrutiny Panel would be considering the issue at its next meeting. Members were concerned that people should be receiving appropriate care and requested that the Primary Care Trust should be asked for a framework assessment to be completed which should be considered by Hampshire Health Overview and Scrutiny Committee and Portsmouth City Health Overview and Scrutiny Panel in order to establish if the changes represent a substantial variation in service for people in either Portsmouth City or south east Hampshire.
RESOLVED:
That Portsmouth City Primary Care Trust is requested to complete a framework assessment on its proposals for palliative care services.
81 UPDATE FROM LOCAL AUTHORITIES
Portsmouth
Councillor David Stephen Butler reported Portsmouth had had a call in on dentistry provision in the City; they in continued discussions about the provision of 24 hour midwife led maternity at the proposed birth centre. The Patient and Public Involvement Forum had made a visit to Queen Alexandra Hospital to look at infection control.
Southampton
Councillor Drake reported that Southampton was continuing to look at public health in the City with particular reference to obesity, smoking, pandemic flu and sexual health, they were also looking at the licensing of tattoo parlours.
Isle of Wight
Councillor Mrs Oulton reported that the Healthcare Commission was to speak the their Health Overview and Scrutiny Committee about the annual health checks. They were looking at the problems of Clostridium Difficle.
Hampshire
Councillor Dr. Ellis reported that, among other things Hampshire had been looking at the issue of continence services, community hospitals at Fordingbridge and Milford on Sea and the new community hospitals at Oak Park, Havant and Fareham; ambulance response times and the problems with the delayed opening of the new Ashurst Birth Centre.
