Summary |
1.1 |
Wildern School is a large comprehensive secondary school that plays an important part in the surrounding community. The school is located at Wildern Lane, Hedge End, within a largely residential area. The campus comprises a number of diverse buildings of differing ages, heights and construction. The School's net capacity is for 1,800 places and there are currently 1,807 pupils (11-16 years) on roll. |

The school currently has a significant shortage of dining space and it is proposed to address this by providing a dining extension. |

The works to extend the building to provide a dining space will maximise wellbeing and enhance the quality of place for all users of Wildern Secondary School. |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

Scope of the Works |
3.1 |
The site of the proposed dining and changing rooms extension is to the western edge of an existing landscaped courtyard. It will create a new frontage to the courtyard, and will provide additional external covered shelter due to its deep eaves and fixed benching beneath. It will be used by the staff and pupils as an area for snacks, meetings and general use. The proposed materials have been selected to be sympathetic and complementary to the existing school campus. |

The new dining area will provide the school with a dedicated space seating approximately 100 people internally. A series of folding screens allows the new dining space to open through to the existing school hall to form one large space. | |

The opportunity is also being taken to carry out improvements to the main entrance/courtyard area of the campus. A provisional allowance is included in the funding and the final scope of this work will be tailored to fit with the available budget. | |

Funding and Timing | |
4.1 |
An allocation of £601,000, excluding fees, has been made in the Children's Services Capital Programme 2006/07 and the school is contributing £179,000, excluding fees. | |
4.2 |
Subject to the necessary approvals it is anticipated that this project will be procured through the County Council's Tier 2 framework, with work commencing on site during August 2008 and completing during March 2009. | |

Councillor Derek Blampied, the local Member for this area, has been consulted on this design project appraisal and he has confirmed that he is fully supportive of the proposals. | |
Conclusion |

This scheme will provide a purpose-built dining space for use by the school during school hours and the local community during the evening. It will also greatly enhance the entrance area to the school. | ||

Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £941 per annum (£4.00 for each m²) of new accommodation. The CO² consumption will be 7.8 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
Wildern Secondary School is located at Wildern Lane, Hedge End, Southampton. The school is bounded by the residential development of Taplin Drive, Allison House and Simmons Close to the north, Grange Road and Dundry Way to the east beyond the school playing fields and a substantial belt of landscape planting adjacent to the residential dwellings of Allen Road to the south.
Area including comparison with local/national standards
The total site area is 24.60 acres (9.95 hectares). The DfES guideline for a school of this size is 28.37 acres (11.48 hectares).
Access
Vehicular/pedestrian site access is from Wildern Lane, to the west of the site.
Access for construction will utilise the main school entrance, with the contractor's compound located on a designated area of the school car park, separate from school traffic and pupils. A managed control gate across the haul road will be provided for the safe crossing of pupils as required.
Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
Existing buildings and temporary buildings
The school campus comprises a number of diverse buildings of differing ages and heights, ranging from single to two-storey, linked by courtyards and footpaths. These buildings have been extended in a number of areas, the most recent being a lecture theatre which adjoins the main administration block. A range of external building materials has been used, varying from brickwork to system cladding and render. Roofs are generally flat or pitched, with a metal profiled surface. The buildings are generally considered to be in fair condition for their age and type.
Results of trial boreholes
The design is proceeding on the basis of information from two adjacent sites and a geotechnics survey carried out in January 2006. A request for a full survey has been instigated.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed new extension will be located in the area currently occupied by the boys' changing rooms, and in a space within the eastern courtyard.
The following accommodation is provided:
· main dining area to seat approximately 110 people
· new changing rooms
Places provided
No additional places are provided as a result of the proposed scheme.
4 The Proposed Building
Type of construction, finish and appearance
The dining room is of steel frame and brick and block cavity wall construction. The brick is selected to complement the existing and adjacent school accommodation. The façade is formed by a colonnade of steel framed timber clad bays, with aluminium windows between.
Impact assessment
Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.
An access audit has been carried out and the proposed new building has level thresholds throughout, with the exception of the fire escape to the north. The floor levels of the new building are the same as for the existing adjacent school hall.
Heating and ventilation systems
Localised fan convector heating will provide warm air and roof-mounted natural ventilation terminals provide top down or displacement ventilation.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme
5 External Works
Car parking
There will be no change to the current car parking arrangements.
Landscape proposals
Four existing trees will be removed and paving will be reinstated to complement existing.
Situation on site and environmental impact
The building design is sympathetic to the existing school campus and complementary to the more recent developments on site. The proposed building will create a much-needed uplift to the main entrance to the school.
6 Planning
A detailed planning application is anticipated in November 2007.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
Furniture, fixtures and fittings will be co-ordinated in conjunction with the school as the project interior design is developed. These costs are excluded from this report.
