Summary |
1.1 |
Glenwood is a day special school providing for 95 pupils with moderate learning difficulties (aged 11 to 16 years). The school is located in Washington Road, Emsworth. |
1.2 |
The existing boys' shower area is not large enough to fit in a full class of pupils and it is now proposed to extend the accommodation to provide additional changing space. The extension will also provide additional office and meeting spaces to be used for Planning, Preparation and Assessment (PPA). |
1.3 |
The Director of Property, Business and Regulatory Services has progressed the design of the proposed scheme at Glenwood School, Emsworth, and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

The proposed scheme will maximise wellbeing and enhance the quality of place for all users of the accommodation. |

Scope of the Works |
3.1 |
The proposed extension will be located to the north of the main building and the layout is largely dictated by the organisation of the existing school corridors and location of showers. The extension will provide extended changing space in the boys' shower area and two office spaces. |
3.2 |
The development will be located on an existing tarmac area and has been designed to have minimal environmental impact. |

Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £1,532 per annum (£5 for each m² of new accommodation). The additional CO² consumption will be 11 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The school is located at Washington Road in Emsworth, with housing to the east and south, the main railway line to the north and playing field and allotments to the west.
Area including comparison with local/national standards
The total site area is 1.754 acres )(0.71 hectares). The are no DCSF site size guidelines for schools of this type.
Access
The main school access is from Washington Road. There are no alterations to the main vehicular or pedestrian entrance as a result of the proposed scheme.
For the duration of the works, the contractor will access the site from the rear of the site, via an existing track off Washington Road. The compound will be located on-site. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
Existing buildings and temporary buildings
The original school building is of traditional red brick load-bearing construction and underwent various extensions in the late 1990s to provide classrooms, showers and staff facilities in a two-storey block.
There are no temporary buildings on site and none are required for this scheme.
Results of trial boreholes
A previous survey carried out on an adjacent area revealed topsoil, overlying firm clay below 1.0 metre and a firm to stiff clay below 1.3 metres.
Foundations to the proposed extension are likely to be trenchfill founded on the firm to stiff clays. Ground floor slabs will be ground bearing reinforced concrete.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed extension will provide the following additional accommodation:
· additional space for boys' changing
· 2 office/admin areas
Places provided
No additional places will be provided following the completion of these works.
4 The Proposed Building
Type of construction, finish and appearance
The proposed single-storey extension will be of brick and block construction, with window, door and eaves details to complement the original school building. The roof will abut the existing roof area and will be 45º pitch and finished in reconstituted slate, as is the existing building.
Impact Assessment
The extension will have level thresholds throughout.
Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.
Heating and ventilation systems
The existing heating system will be extended to serve the new areas. The new office areas will be naturally ventilated. The shower area will have mechanical ventilation.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment
concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme
5 External Works
Car parking
There are no alterations to the existing car parking arrangements.
Landscape proposals
The proposals will not affect the existing soft landscaping on site as it will be set into an existing tarmac area. Making good around the affected area will be carried out as necessary.
Situation on site and environmental impact
The scheme has been designed with minimal environmental impact, facing onto the railway track which has a 2.5m high fence and banked ground.
6 Planning
A detailed planning application was submitted during October 2007.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
A separate allocation will be considered for furniture and equipment from the Children's Services Capital Programme.
