Responding to incidents

1.1

Following the review of the Service's structure earlier in the year, four new directorates were established. The purpose of this change was to ensure we could effectively respond to community risks and achieve our corporate aims, whilst also taking account other emerging national projects.

The Strategic Projects and Specialist Response Directorate has the responsibility of managing specialist operational response and the delivery of strategic projects that have been identified through the corporate planning process or as a result of the modernisation agenda set out by central government.

Within the Service Delivery Directorate the three areas of Response, Prevention and Protection now work together, within the departments of Community Response and Community Safety.

To reflect this change, this activity report, which is presented to the Fire Authority, is now also structured in a similar way with the sections of `Responding to incidents' and `Community Safety' with updates from the Strategic Projects and Specialist Response Directorate and Service Delivery Directorate incorporated into the appropriate sections.

1.2

Assistance to Warwickshire Fire and Rescue Service

Following the tragic incident which occurred in Atherstone on Stour, near Stratford upon Avon, Warwickshire Fire and Rescue Service requested our assistance on Sunday 4 November 2007.

A total of 17 HFRS personnel, consisting of 10 USAR technicians plus Logistical and Command Support, were mobilised to Warwickshire at approximately 1430hrs on the Sunday and a further 5 personnel were mobilised on Monday 5 November.

The Hampshire crews assisted with the search and rescue phase of the incident. The building was monitored closely by structural engineers, working with the Health and Safety Executive, who carried out constant structure and stress assessments to ensure the safety of the teams working inside.

Hampshire Fire and Rescue Service maintained a presence in Warwickshire until the missing firefighters were located and recovered. Our Major Incident Room was set up at Service Headquarters to manage our resources and assist with welfare arrangements and relief crews during the time of deployment.

1.3

Mobilisation of High Volume Pumping Unit to Felixstowe

In the early hours of the morning of Friday 9 November 2007, Hampshire's High Volume Pumping (HVP) unit was deployed to assist crews dealing with the threat of severe flooding on the east coast of England.

The Fire and Rescue Service National Co-ordination Centre called upon a number of services around the country to send HVPs to areas most likely to be worst affected by flooding.

Hampshire's HVP and associated equipment, with one officer and eight firefighters from Hardley, Hythe and Ringwood Fire Stations were deployed to an electrical sub station within the Felixstowe Port Complex ready to remove flood water from affected areas. Our Major Incident Room was set up at Service Headquarters to manage this deployment.

The crews remained on standby until just after 1pm on that day and were stood down when there was no longer a risk of flooding.

1.4

First Response Vehicle

The provision of the new First Response Vehicle (FRV) at Redbridge will be operationally available at the end of November. This vehicle will respond to a variety of incidents that do not require the attendance of a major appliance. With two personnel and the equipment on board this vehicle will be mobilised to secondary fires in the Redbridge area.

Successful move to Continuous Crewing at Winchester Fire Station

The crewing arrangements at Winchester Fire Station were changed from day crewing to continuous crewing on the 1 OctoberThe transition was managed as a Strategic Project and was delivered to the Service Delivery Directorate in accordance with the stated objectives. In order to facilitate the transition personnel were redeployed from Redbridge Fire Station and a programme of building alterations were required to accommodate the increase in personnel.

1.6

The introduction of Retained Duty System Firefighters in the City of Southampton

As outlined in the IRMP, Retained Duty System personnel became available on 1 October 2007, as a resource from St Mary's Fire Station. Achieving this objective has ensured the maintenance of the same number of fire appliances in the city of Southampton.

Community Safety (Incorporating Prevention and Protection)

2.1

As was outlined in the last quarterly report, the Technical and Community Fire Safety Departments, which were also referred to as the areas of protection and prevention, have been brought together into one combined area and is now known as Community Safety.

To reflect this combined Service approach, this section of the report has also brought the two areas together under the title of Community Safety.

2.2

Home Safety

As a result of the re-focusing of home fire safety visit towards targeting the more vulnerable members of society it has been recognised that referral generation would be more difficult. As a result the Community Safety Support Watch Managers based at key geographical locations within Hampshire have now been tasked to actively support operational crews in gathering home fire safety referrals from these harder to reach groups. This has been very successful and has generated over 7,000 referrals in the last two months alone.

Following careful planning and co-ordination robust systems have now been instigated to enable fire-fighters from the personnel reserve to carry out home fire safety visits in areas without fulltime resources and with minimal levels of supervision. Since the introduction of this initiative in October fire-fighters from the personnel reserve have carried out 550 home fire safety visits in areas which traditionally would have been logistically very difficult to operate within.

2.3

Arson Reduction

A total of thirty five incidents were investigated by Fire Investigation Officers of which sixteen were attended by the Arson Task Force. Their work included:

    · Preparation of evidential packages and taking statements for eleven serious arson incidents.

    · Completion of Emergency Home Fire Safety Visits to addresses in Southsea, Winchester, Southampton and Waterlooville which were considered to be at risk of an arson attack.

    · Production of Arson Reduction Reports on twelve properties in the Basingstoke and Dean area.

    · Completion of a Healthy Schools Inspection of Eggers School Alton after a series of Arson attacks on the site.

    · Provided assistance for the Police Major Investigation Team, Arson Task Force and Fire Investigation Team during the investigation of a fatal arson fire at Milton Road Portsmouth.

    · Prepared reconstruction of Milton Road fire to carry out a series of live burn tests in conjunction with the Arson Task Force, Police and Forensic Science Service to confirm evidence obtained at the fire scene

    · Assisted the BBC `Crime Watch' production team with reconstruction of the Milton Road Fire

2.4

Road Safety

Filming for the `Safe Drive Stay Alive' project has now been completed and recognition should be given to all those people from HFRS and other agencies that spent a very cold night in Botley filming the key footage.

A very successful multi-agency `Drive Safe' Event was held on the 26/09/07 at Brockenhurst College providing road safety information to newly qualified student drivers.

Work has now commenced on a new initiative with PETA Ltd called `Wheels 4 Life' which is aimed to be delivered by our existing LIFE Team.

2.5

Youth Engagement Schemes

Ringwood YFA hosted a very successful BBQ with members of Oxfordshire YFA in which over 35 YFA participants and members of staff were able to network, exchange ideas and discuss best practice between the two groups.

Kevin Morrison from the Ringwood YFA recently represented HFRS at the recent Fire Service Youth Training Association Conference and has agreed to pilot three of the recently agreed BTEC accredited courses for YFA participants.

The LIFE course has now successfully delivered two courses at Hardley Fire Station and one at Basingstoke

Fire- Setter Intervention Scheme

Since the beginning of September the Fire-Setters Intervention Team has received a total of 38 referrals, 28 of these are still ongoing with 10 cases now completed. In addition to the normal fire-setter scheme, the Team are increasingly becoming involved at the request of the Police and Probation Service to assist in the Multi-Agency Public Protection Arrangement process (MAPPA). Since the beginning of September the team have attended 12 MAPPAs.

2.7

Prince's Trust

Personnel have to date delivered two courses in the Basingstoke and Southampton areas in which a total of 23 participants successfully completed the course. This equates to approximately an 82% retention and achievement (qualification) rate which is a credit to all those involved. Two new courses have now commenced in these areas.

Funding has been agreed and plans drawn up to run a further five courses for the year which will see three new teams commencing work in the New Forest, Aldershot and Gosport and will bring the anticipated number of courses to be delivered for 2007/08 to nine.

2.8

Schools Education

Between the months of October to November the Schools Education Team delivered education sessions to 4945 Key Stage One pupils, 4511 Key Stage Two pupils, 2792 Key Stage Three pupils and 76 pupils with a range of special educational needs.

Following a successful campaign with other key agencies and personnel from Winchester Fire Station and the Schools Education Team a Think Safe (Junior Citizen) event was staged in Winchester after an absence of over six years. The event was a great success with over 500 pupils attending what is a unique and very interesting multi-agency safety experience.

2.9

Electric Blanket Safety Campaign

The electric blanketing testing campaign, in partnership with Hampshire, Portsmouth and Southampton Trading Standards has now ended for 2007. Out of the 983 blankets tested 384 were identified as faulty of which six were repaired at the time and 378 were condemned. With only a 61% pass rate this clearly demonstrates the importance of this campaign in raising awareness and directly removing a possible 384 potential sources of ignition from within the home.

Business Education

A total of five fire safety order workshops with 65 attendees were delivered to the business community to raise awareness of legislative responsibilities and improve compliance with statutory requirements.

2.11

Fire Safety Order

It is one year since the introduction of the Fire Safety Order (1 October 2006) which consolidated over one hundred pieces of Fire Safety Legislation into a single one. This new legislation also changed the focus of fire services away from routine re-inspections of a designated number of premises to a risk-based approach covering all premises, other than domestic dwellings. Our approach at targeting the highest risk has resulted in an increased number of enforcement and prohibition notices and greater time spent on legal case preparation where the prosecution of the very worst offenders is being considered. The individual reports for each of the Groups highlight the work in this area.

The Fire and Arson Support Unit no longer undertake Home Fire Safety Visits, these figures will therefore no longer be shown in the report. However, the figures of the Home Fire Safety Visits that are shown are a combined delivery total by both Operational Firefighters and the Community Safety teams.

Arson and Risk Reduction

We have been consulting with Poundland UK Ltd with reference to the location of disposable lighters on display within their shops, which has led to them reviewing all stores throughout the Country and either removing them completely or moving them out of reach of children.

We have been in full consultation with local authorities to establish the first `Sanctuary Scheme' in county. These are schemes where at risk individuals can, under emergency circumstances, locate themselves in a safe and secure room in a building and call from that room for emergency assistance.

We have been proactive in educating local authorities and operational crews in recognising fire safety deficiencies in places of work and reporting them to local fire safety offices which may initiate an audit inspection.

Regulatory Reform (Fire Safety) Order

A Landlords Seminar is programmed to raise awareness of risk and standards of fire safety in all Houses in Multiple Occupation (HMOs) in the area.

We are continuing a risk based audit inspection programme to enforce the above legislation.

A local partnership agreement that we have made with Local Authority Housing to inspect and register high risk HMOs will commence on 12 December 2007.

There are two ongoing Enforcement Notices in the area for this period. One involves joint agreements with English Heritage, local building control and architects at a Grade 2 listed premises.

9 September, Second Derelict Building Fire Generates Appeal to Building Owners

In September, the Service sent an appeal to people who own or are responsible for empty properties or derelict buildings after a fire in a second derelict building in the Basingstoke area.

Firefighters from Basingstoke Fire Station were called to tackle the fire in an empty single story building in Daneshill Court, Lychpit at 08:35 on Sunday 9 September 2007. The building was heavily vandalised and had possible signs of forced entry, which meant they could not be sure if someone was inside or not. However, due to the vandalism and poor condition of the building it was unsafe for firefighters to enter the building. They undertook `defensive fire fighting' which meant tackling the fire from the outside of the building. The whole roof of the building collapsed as a result of the fire.

Basingstoke firefighters had already launched a `board it up' campaign with Basingstoke and Deane Borough Council to stop fires in derelict buildings. This has been the second fire in an empty building that could have been prevented if the building had been made secure and been boarded up to ensure that it was not easily accessible.

7 October 2007, Thatch Fire in Whitchurch

More than 70 Hampshire firefighters tackled the blaze which tore through the roof of a thatched cottage in Whitchurch.

Crews were mobilised from across the county when the alarm was raised shortly before 9pm on Sunday, 7 October. First on the scene were crews from Whitchurch, who found the roof of a two-storey domestic property well-alight on arrival. Pumps were also mobilised from Andover, Sutton Scotney, Stockbridge, Overton, and Basingstoke.

Ancillary appliances in attendance included the Multi-Role Vehicle from Eastleigh, the Special Equipment Unit and Water Carrier from Basingstoke, the Incident Command Unit and the Fire and Emergency Support Service (FESS), which is delivered by trained British Red Cross volunteers.

During the operation three jets, three hose reels and 50 sets of breathing apparatus were used to bring the blaze under control. The roof had to be removed and 50 per cent of the first floor was damaged by smoke and water.

Following an incident, a reminder and advice was issued to thatch roof property owners to protect their home from the dangers of fire and community safety teams visited premises in the close vicinity of the incident to provide fire safety advice to local residents.

Partnership working is continuing in the following areas:

    · DFRMO (Defence Fire Risk Management Organisation) partnership with regards to Licensing established

    · Methods of reaching BME groups, with emphasis on the Nepalese private and business community, are being explored

    · Ongoing inter-department liaison working well with many fire safety deficiencies being identified from operational crews, generating referrals, queries and urgent action requests

    · A landlords forum is planned for 12 December 2007 at Rushmoor Borough Council and we will be present to give advice and information

Arson and Risk reduction

During this quarter a number of premises were identified for audit in industrial sites out of the Fareham Fire Safety Office. This resulted in a thematic review of small and medium industrial premises in the Borden and Alton area of Hampshire. A number of premises were issued informal and formal enforcement and the risk to all premises was reduced by education and information to the occupiers.

In Partnership with Gosport Fire Station, Community Safety Wardens, Police and HCC we have been addressing arson on waste recycling centres in Gosport.

Over the Halloween period the Community Safety teams have been working with the crews at Gosport Fire Station to visit retail outlets selling fireworks. Community Safety has provided a checklist for crews and a result of the initial check identifies those premises for audit.

Regulatory Reform (Fire Safety) Order

Following a complaint, an audit of a bed and breakfast premises in Emsworth was undertaken which resulted in a prohibition notice being served regarding the means of escape from the basement.

Following information from a member of the public an inspection was made of a multiple occupied industrial premises in the Fareham fire safety area. As a result the premises was restricted from use in a number of areas and positive action was taken to ensure compliance. This included a number of Enforcement Notices issued on occupiers and a themed review of industrial sites within Fareham and Gosport.

Expanding on the successful liaison with black and minority ethnic groups (BME) in Portsmouth we have now been given membership to Portsmouth Race Equality Network Organisation (PRENO). This organisation represents a range of BME group in the area. We were also, through these links, invited to the opening The Portsmouth Muslim Academy where close ties are being formed to enable the service to deliver its message of risk reduction

Following an invitation from the Isle of Wight Fire and Rescue Service a member of the South East (Service Delivery) protection team went over to explain the HFRS model on communicating with the BME groups within the Portsmouth area and Hampshire

Following an unwanted automatic fire alarm activation in a newly built block of flats in the Havant/ Emsworth area the attending response crews contacted the protection team at Copnor. Consultations with the responsible persons for the building resulted in all concerns for the protection and management of the building being resolved in a short period. This again shows the integration between response crews and protection in identifying and reducing risk

Sprinklers

During a building consultation with this authority it was highlighted that access for appliances would be restricted and sprinklers were recommended. This has resulted in the completion of a new residential development in the Portsmouth area consisting of flats and house all installed with domestic sprinkler systems

Regulatory Reform (Fire Safety) Order

The project to refurbish and extend Cascades shopping centre in Portsmouth is now being completed. The Fire Safety Engineer from the Portsmouth office oversaw the project from Building Regulations consultation to ensuring compliance with the Fire Safety Order.

During this period up to the end of August a themed audit of licensing premises took place resulting in the inspection of over 90 premises and where appropriate the accommodation above. This has resulted in a reduction in the risk in these premises.

17 September 2007, Milton Road Fatal Fire

In the early hours of this morning of the morning, Fire Control was alerted to a serious fire at a four-storey block of flats in Milton Road, Portsmouth. At the height of the blaze, seven appliances with over 50 firefighters using two main water jets, four hose reels, and 20 breathing apparatus sets were required to fight the fire and bring it under control.

Using ladders and the specialist turntable ladder, firefighters rescued 19 occupants of the building after fire broke out in the communal stairway, with two casualties being taken to hospital.  Tragically as a result of the fire one person has died.

The tremendous efforts of our firefighters and our control room operators should be recognised, as the outcome would have been a lot worse had it not been for the skill and determination demonstrated by the crews involved in this incident.

As you will be aware, the fire is being treated as suspicious and Hampshire Constabulary is continuing to investigate. The incident was featured as a reconstruction on BBC's Crimewatch programme on Monday 29 October when the police appealed for witnesses.

Arson and Risk reduction

Work continues to identify and work with premises which use and store acetylene cylinders. Premises targeted are adjacent to main arterial roads and rail networks, which as a result of an incident would fall within an exclusion zone. As a result of this work at least 12 premises have agreed to substitute acetylene cylinders with other types which will do the work required. In conjunction with similar work in West Group a leaflet has been produced by HFRS which explains the problems and dangers associated with acetylene and suggests alternatives.

HFRS HQ is sending through recent details of fires in commercial premises. Inspectors assessing and visiting premises where appropriate to offer support/check standards.

We have commenced an exchange of information with Eastleigh Borough Council Housing dept regarding all of the HMOs that we already aware of to enable better joint working between inspection teams. We are currently formulating a process to jointly inspect those that are perceived to be higher risk.

2 September 2007, Thatch Roof Fire in Little London

More than 70 firefighters extinguished a blaze which tore through the roof of a thatched cottage in Little London, just to the north east of Andover.

Control operators mobilised appliances from across the county when the alarm was raised shortly after 1pm on Sunday, 2 September. First on the scene were fire crews from Andover, who found the roof of a two-storey domestic property well-alight on arrival. Pumps were also mobilised from Sutton Scotney, Stockbridge, Overton, Basingstoke, Kingsclere, Redbridge, Beaulieu, and Alton.

Ancillary appliances in attendance included the Multi-Role Vehicle from Eastleigh, the Special Equipment Unit from Winchester, Basingstoke's Water Carrier - as well as the Incident Command Unit and the Fire and Emergency Support Service (FESS), which is delivered by trained British Red Cross volunteers.

Neighbouring fire and rescue services also mobilised appliances from Ludgershall, Amesbury and Pewsey in Wiltshire, and from Newbury in Berkshire.

During the operation four jets, seven hose reels, and 50 sets of breathing apparatus were used to bring the blaze under control. Despite valiant efforts of the firefighters, the roof had to be removed. Working with crews from our neighbouring fire and rescue services, the crews concentrated on salvaging the rest of the house. 50 per cent of the first floor was damaged by smoke and water, however this incident would have been much worse had crews not acted so quickly and efficiently.

Fire investigation officers concluded that the incident had been caused by sparks or burning brands issuing from the chimney and landing on the thatched roof, as all other possible causes of ignition were discounted during a thorough inspection of the fire scene.

Following this incident, a reminder was also sent to the media giving advice to householders to avoid thatch fires.

    · 38 Fire Safety Audits have been carried out based on higher risk premises as highlighted by CFRMIS, our risk information database, the Fire Gateway on line assessments and through themed inspections targeting licensed premises and sleeping accommodation premises.

To ensure that all Hotels, Guest Houses and Bed & Breakfast owners are receiving the correct information and help to ensure their compliance with the Fire Safety Order. 30 October 2007, Serious fire with oxy-acetylene cylinders in Hythe Shipyard

Fire Control operators mobilised crews from Hythe, Hardley, Beaulieu, Totton and Lyndhurst at 07:26 on 30 October 2007 to tackle a fire involving acetylene cylinders at a shipyard in Hythe. Additional resources included an aerial ladder platform from Redbridge, Eastleigh's multi role vehicle and St Mary's Special Equipment Unit.

An exclusion zone of 200 metres was put in place at the scene due to risk of explosion of the cylinders. Defensive fire fighting and ground monitors were used to protect the building and measures were taken to reduce the risk of the cylinder exploding. Hampshire Constabulary evacuated approximately 10 dwellings in the area and an evacuation centre was set up by Hampshire County Council's Emergency Planning Team at Applemore, where the Social Services Assist Team was on hand to provide support.
