Summary

1.1

This report updates Members on the progress of consultation on the draft Integrated Risk Management Plan (IRMP) 2008-2011. Formal consultation is due to finish on 31st December 2007.

Recommendation

2.1

That Members note the extent of consultation that has taken place in developing proposals for the draft IRMP 2008 - 2011.

Introduction and background

3.1

There is an expectation in the Fire and Rescue Service National Framework that authorities consult the wider community and relevant stakeholders when developing their IRMP. Such consultation should be undertaken in accordance with provisions set out in the Local Government Act 1999.

   

3.2

The table below outlines the consultation events completed to date with the number of attendees at each one.

* Note: The public open meeting on the 26th November 2007 at St. Albans Church, Copnor, Portsmouth was an additional event due to the overwhelming demand displayed at the first meeting held on the 29th October 2007 when many people were unable to be accommodated.

Consultation process

4.1

A decision was made early in the planning process to consult on all 15 year 1 proposals, with the remaining three proposals (two from year 2 and one from year 3) briefly outlined at each event.

4.2

The Authority's overriding aim is to make Hampshire safer (note: there is a proposal to use a modified strap line `we make life safer' in future).

The current five corporate aims and associated targets remain:

_ Reduce the number of fires by 20% by 2010.

_ Reduce fire deaths and injuries from accidental fires by 20% by 2010.

_ Reduce the number of deliberate fires by 20% by 2010.

_ Work with others to reduce deaths and serious injuries on the road by 40% by 2010.

_ Be in the top ten of the best Fire and Rescue Services in the country by 2010.

to enable stakeholders, especially those unable to attend any of the publicised consultation events, to comment. Details of the on-line form and other ways of contacting HFRS to comment on the proposals have been widely publicised and consultation event information distributed to all libraries and public information points across Hampshire. Neighbouring fire and rescue authorities, partner organisations, Hampshire local authorities, Hampshire Members of Parliament and other stakeholders have all been invited to comment.

4.4

Where appropriate, consultees have been asked a number of specific questions relevant to each objective to ensure that concise and relevant information is received from each event. Feedback at all events has been gathered and comments, views and opinions are being categorised and summarised as part of the consultation process.

4.5

The opportunity has been taken to seek views on the proposed style, format and general appearance of the draft corporate plan.

4.6

A `lessons learnt' log is being continually updated throughout the consultation period.

4.7

On completion of all consultation events, all feedback will be collated, summarised and presented to the Authority.

4.8

The proposed objectives can then be reassessed in the light of this feedback and recommendations made on whether these should be modified.
