Summary |
1.1 |
Shamblehurst Primary School is situated off Wildern Lane, adjacent to the campus of Wildern Secondary School. The school capacity is 420 and there are currently 421 pupils on roll. The main school building dates from the 1930s with a number of additions being made over the years, the most recent being a three-classroom extension which was completed in 1998. |

A recent review of school facilities in the area has identified the need for a new permanent classroom to replace an existing double temporary building which is in very poor condition. It is also proposed to carry out internal refurbishment and reconfiguration works to the main school building. |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed scheme at Shamblehurst Primary School and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

The proposed scheme will maximise wellbeing and enhance the quality of place for all users of Shamblehurst Primary School. |

That the Executive Lead Member for Children's Services (Education) approves the design project appraisal for the scheme at Shamblehurst Primary School, at an estimated total cost of £515,000, excluding fees. | |
3 |
Scope of the Works |
3.1 |
It is proposed to locate the new classroom extension adjacent to the existing classroom accommodation, to the north of the site. |
3.2 |
The classroom extension has been designed to link in to and complement existing buildings, and will form a rear access to the school from the playground area. A new canopy will provide an undercover area for parents waiting to collect children at the end of the school day. |
3.3 |
The accommodation will provide one additional classroom space and covered linkway. | |
3.4 |
The internal refurbishment works consist of reconfiguration of two existing toilet areas, extension of an existing staff room, creation of a new IT area and special needs space and relocation of the existing library. | |

Funding and Timing | |
4.1 |
An allocation of £515,000, excluding fees, has been made in the Children's Services Capital Programme 2007/08. | |
4.2 |
Subject to the necessary approvals it is anticipated that tenders will be invited during March 2008, work will commence on site during June 2008 and be completed during December 2008. | |

Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. No increase in fuel cost for the school is anticipated following removal of the temporary building.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
Shamblehurst Primary School is located adjacent to the campus of Wildern Secondary School, off Wildern Lane at Hedge End. The site is open to the north (playing field area), and is bounded to the west by Wildern Lane.
Area including comparison with local/national standards
The total site area is 4.769 acres (1.93 hectares). The DfES guideline for a school of this size is 3.088 acres (1.25 hectares).
Access
The main site access is from Wildern Lane. For the duration of the works, the contractor will use the main access and the site compound will be on the southern edge of the existing school field adjacent to the area for the new extension.
Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
Existing buildings and temporary buildings
The existing school buildings date from the 1930s and are of traditional construction. A number of additions have been made over the years, the most recent being a three classroom extension which was completed in 1998.
The proposed scheme will facilitate the removal from site of an existing double temporary classroom which is in very poor condition. There are no further temporary buildings on the site.
Results of trial boreholes
A previous site investigation was undertaken in 1998 and revealed firm to sandy clays and laminated clays. It is therefore proposed to use conventional strip foundations with beam and block floor.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
Classroom extension
The proposed extension will provide:
· one classroom
· associated storage area
· enclosed corridor
Refurbishment/reconfiguration works
These works will provide:
· refurbished wcs
· enlarged staff room
· new office space
· refurbishment of existing classroom to form new IT area
· refurbishment of space to form a new SEN area
Places provided
No additional places are provided as a result of the proposed scheme.
4 The Proposed Building
Type of construction, finish and appearance
The new classroom is designed to complement the adjacent extension and will be of blockwork construction with external render finish. The link passageway extends an existing glulam timber canopy and this structure will be continued on southern side of the proposed extension to form a covered area adjacent to the playground. The roof will be of high performance felt construction with zinc parapet copings. The windows and doors will be a curtain walling system with timber internal frames to complement the glulam beams.
Impact Assessment
The new classroom and refurbished existing areas have level access throughout.
Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.
Heating and ventilation systems
The existing heating system will be extended to serve the proposed extension. Ventilation will be by natural means (opening windows).
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment
concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme
5 External Works
Car parking
No change to the current provision.
Landscape proposals
Minor landscaping works to make good the area around the new-build, to include extending the paved and woodchip areas to create an outside play space.
Situation on site and environmental impact
The proposed extension is located on the north side of the site, is bounded by a playing field and mature trees and is not overlooked by any residential areas. The Wildern School drama block is located on the far eastern boundary beyond the school playground
6 Planning
Detailed planning permission was granted during November 2007.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
A separate allocation will be made from within the block vote in the Children's Services Capital Programme.
