1 Summary

The following decision's are sought:

That the Executive Member for Children and Families

a) Approves the Business case and considers the implementation of the recommended Option relating to foster carers allowances with effect from 1 April 2008 in the budget proposals for 2008-11.

b) Agrees the Project and Implementation Plan

2 Reason

2.1 This decision supports the following Hampshire County Council priority:

"Making Hampshire safer and more secure for all" - by providing safe and secure foster families for Looked After Children.

"Maximising well-being" - by improving the Life Chances for Looked after children.

"Enhancing our quality of place" - through making Hampshire a better place for looked after children to grow up.

2.2 The decision supports the following Aims of the Children Act:

(Being healthy; Staying safe; Enjoying and achieving; Making a positive contribution; Economic well-being) by improving placement choice, placement stability, outcomes and to better meet the needs of Looked After Children
