BE YOUR BEST FOUNDATION (GLOBAL ROCK CHALLENGE)
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
Global Rock Challenge is a drug and crime prevention initiative in the form of a performing arts competition for primary and secondary schools and colleges. The aim is to encourage healthy drug-free lifestyles by providing a credible alternative where young people can enjoy and achieve in a safe environment.
Approximately 50 schools in Hampshire will compete in heats being held at the Southampton and Portsmouth Guildhalls during March and April, with the final taking place on 23 May.
Costs for these events total £108,250. Confirmed funding of £68,500 has been received and requests totalling £12,000 are still pending. This leaves a potential shortfall of £27,750. The Foundation hopes to raise the remaining amount through tickets sales, merchandise and raffle tickets.

Director of Children's Services: The Rock Challenge is an excellent national initiative driven locally throughout the country by the voluntary sector. This is an excellent opportunity for young people to gain a host of new skills in performing and back stage-management and I recommend a grant of £5,000 is awarded.

1ST CATISFIELD SCOUT GROUP
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
1st Catisfield Scout Group wishes to replace its two existing timber buildings with a multi-purpose community facility which can be used by other organisations in the local area. The proposed centre will improve the ways in which it can be used and provide greater access for the community. The project is to cost £271,000.
Funds totalling £43,000 have already been raised by the Group. A contribution of £25,000 is also being sought from Fareham Borough Council and its decision is expected in March.

6 GENERAL COMMENTS
Director or Recreation and Heritage: This is a uniformed organisation and as such does not qualify for grant aid from our budgets.
Director of Children's Services: The Youth Service does not provide capital grants and therefore would be unable to support either this or the request from 1st Clanfield Scout Group (next item).
However, the Scout movement is well regarded providing excellent personal and social development opportunities for children and young people. I would therefore recommend a grant of £2,700 being awarded.

1ST CLANFIELD SCOUT GROUP
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
1st Clanfield Scout Group is currently fundraising to replace its headquarters after the existing wooden building was destroyed by fire. The new building will provide full facilities for not only its 100 members but also for other groups in the local community including a pre-school day nursery, guides and local Sunday school.
The Group has already raised £111,000 towards the £232,000 scheme and is seeking a grant of £5,000 from the County Council.
Several organisations have been approached for grant aid including the Veolia Trust who are due to consider their request for £100,000 on 24 January.

FIRST PARTNERSHIP, CRONDALL
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
First Partnership was set up in April last year to serve schools and colleges in the north and east of Hampshire with the aim of encouraging business to influence education by supporting work related earning and enterprise education.
In March, the Partnership is running an interactive Skills Fair on the Farnborough Airfield site where it hopes to attract over 35 exhibitors and 1,200 students aged between 14 and 19 from the Basingstoke, East Hampshire, Hart, Test Valley and Rushmoor areas. The event is to cost £42,000 which includes venue hire, transport, marketing and staff costs.
The Local Skills Productivity Alliance has already contributed £28,000 and Test Valley Borough Council £500. East Hampshire District Council is being approached for £4,000, leaving a potential shortfall of £9,500.

Director of Children's Services: This will meet a very real need and is line with our 14-19 education agenda, particularly around reducing the numbers of young people not in education, training or employment.
Head of Economic Development: First Partnership is a significant education business organisation and therefore a grant may be warranted, provided they can deliver on their business plan.

GOSPORT AND FAREHAM INSHORE RESCUE SERVICE (GAFIRS)
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
GAFIRS has been in operation for 35 years providing a search and rescue service mainly in the mid to east Solent area. The Service also trains young people in canoeing, boat handling and first aid. The organisation wishes to build an extension to house its new boat, provide additional storage space and install disabled toilet facilities. The works are to cost approximately £155,000.
Funding of £104,000 has already been secured and a further £35,000 is being requested from the National Lottery and Gosport and Fareham Borough Councils. This leaves a potential shortfall of £6,000.

Chief Executive: The Solent Sea Rescue Organisation (SSRO) provides financial, training and administrative support to all nine beach and sea rescue units around the Solent. The County Council, along with 8 other authorities, provides funding totalling £65,906 to SSRO. From this sum, GAFIRS received £1,900 towards its operating expenses.

BRITISH MILITARY POWERBOAT TRUST (BMPT)
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
BMPT has spent many years restoring its Fast Motor Boat FMB43597 only to discover the engine and gearbox were not fit for purpose. Late last year, replacement parts were found and the rebuild was due to start when unfortunately fire broke out at Hythe Marina. This resulted in the Trust losing its entire stock of parts.
A fund has been set up with the intention of raising sufficient monies to cover both the engine/gearbox (£9,800) and for works needed on its road trailer and towing vehicle, costing approximately £1,000 and £3,500 respectively. Requests for funds have also been made to Southampton Football Club, Perkins Marine and Sir Richard Branson.

Chief Executive: Each member has available to them a sum of money to allocate to local groups in their division. In view of the sums already given to the Trust from this budget, it may be more appropriate to invite the local member to consider this request.
Head of Museums Service and Archives: The County Council has already provided substantial financial assistance towards the Trust's restoration work and I therefore would not recommend a grant being awarded.

WINCHESTER ACTION ON CLIMATE CHANGE STEERING GROUP
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
The principal aim of the Winchester Action on Climate Change (WinACC) Steering Group, which was set up in October 2007, is to encourage, persuade and advise all households and public, private and voluntary organisations in Winchester to reduce their carbon footprint.
The Group is seeking a grant of £9,000 towards the cost of the following:
· Training a team of Low Carbon Champions who will facilitate groups to discuss how best to move to a low carbon society
· Employing an educational co-ordinator to work with primary and secondary schools in the district and involve them in a range of extra curricular activities
· Organising a Climate Change fair
· publication/training materials/advertising costs.

Director of Environment: This application may set a dangerous precedent for other such requests and therefore put a potentially significant demand upon resources.
Head of Economic Development: Since its inception, the Group has met four times. Genuine commitment has been shown from other key organisations, particularly the City Council and the University. The Group is proposing an ambitious programme of activity aimed at addressing and reducing the impacts of the domestic, private and public sectors.

SOUNDS OF STEEL, PORTCHESTER
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
The Sounds of Steel Band has been invited to take part in the Cape Town International Jazz Festival where they will perform with other partners in the South Africa Panjazz Project.
Twenty-two of its band members, whose ages range from 5 to 75, are taking part in this and other profile events during their 17-day visit in March. The total cost is £25,700. The Band has so far raised £12,000 from its performances and has received some local sponsorship. A shortfall of £10,000 still remains but it is hoped that £4-5,000 of this could be raised from future performances.

BLUE APPLE THEATRE COMPANY, WINCHESTER
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
The Blue Apple Theatre Company in Winchester, run by Winchester and District Mencap Society, is a fully integrated and inclusive theatre group for adults of all abilities who are over 16 and like to perform. Its members who meet every Monday during term time have the opportunity to act, mime, dance or make music and develop their talents on stage.
A grant of £6,000 p.a. is being sought towards the group's general activities. Funding is also being sought from a variety of sources including Winchester City Council and Royal Mencap.
