1 Summary

1.1 The new performance reporting system software, VIEWS has now been rolled out to Group Managers. This provides quick and easy access to performance data for all managers. The method of `red flagging' failures informs managers of areas requiring urgent attention.

1.2 This report contains highlights of the performance indicators data for the third quarter of 2007/08.

2 Recommendations

2.1 That the Committee notes the performance of the Service for the indicators reported, and endorses the strategies to meet the targets set.

3 Introduction

3.1 During recent years the Authority has measured its performance in accordance with national guidelines set by the Department for Communities and Local Government (CLG). Various local and other activity indicators have been developed by the Authority during this period.

3.2 As part of the Authority's performance management framework, the quarterly best value performance indicators and local performance indicators are published in our corporate plan on the web-site:-

4 Contribution to Corporate Aims and Objectives

4.1 Actions resulting from monitoring Best Value Performance Indicators and Local Performance Indicators will assist the Authority in achieving Corporate Aims.

5 Resource implications

5.1 There are no resource implications for the Authority attached to this item.

6 Equality Impact Assessment

6.1 We accept that we need to make significant improvement in our progress towards achieving higher levels of attainment in the Equality Standards for Local Government as approved by the Commission for Racial Equality. We regard failure to make reasonable progress as a serious threat to the Authority's reputation and have included this on the Authority's strategic risk register.

6.2 The proposals within this report are considered compatible with the provisions of the European Convention on Human Rights, the Human Resources Act 1998, and the Race Relations (Amendment) Act 2000.

7 Risk Analysis

7.1 Failure to take action to improve our performance in areas identified by monitoring these key indicators leaves the Authority vulnerable to criticism from our stakeholders. Further, the information may, in some cases, indicate increasing (or reducing) strategic risks for the Authority. Consideration of these progress reports is therefore an important process within the Authority's strategic risk management strategy because they ensure that Members are fully aware of any problems (including any resource implications) associated with achieving the targets set (by both central government and the Authority itself) and the priority given to eliminating or mitigating any implied or specific risks.
