    Summary

    1.1

    As part of the strategy for primary school provision in the north-east of Andover, approval was granted at the Cabinet meeting of 24 July 2006 to the closure of Shepherds Spring Infant and Junior Schools with effect from August 2008. Approval was also granted to relocate the existing Education Centre located within Cricklade College to the junior school building and also to the formation of a Children's Centre within the infant school building, which will be the subject of a further report later in the year.

    1.2

    It is now proposed to extend, reconfigure and refurbish the junior school building in order to relocate the existing Education Centre. In order to facilitate the works to the junior school, it will be necessary to decant the current pupils into the infant school by the end of the spring term for the interim period leading up to the summer holiday, following which the pupils will relocate to remaining primary age schools in the area.

    1.3

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed scheme at the existing Shepherds Spring Junior School building, Smannell Road, Andover, and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    The proposed scheme will maximise wellbeing and enhance the quality of place for all users of the accommodation

    Recommendation

    That the Executive Member for Policy and Resources approves the design project appraisal for the scheme at Shepherds Spring, Andover at an estimated total cost of £1.716m, excluding fees.

    Scope of the Works

    Junior School - Education Centre

    3.1

    The refurbishment works within the junior school building will provide the Education Centre with classrooms, administration/meeting rooms, main hall, dining room, kitchen, toilet and storage areas at ground floor level and further classrooms, meeting rooms, toilets and storage areas at first floor level.

    3.2

    Externally the proposals include the creation of a fenced tarmac multi-use games area (MUGA) to the west of the existing building. The existing car parking provision will be relocated to the east of the building and will provide 14 car parking spaces (one accessible).

    Funding and Timing

    The works have been specifically programmed to ensure that the Centre is open to pupils at the earliest opportunity.

    The works formed part of package 2 of the SECE framework mini-competition for the Andover programme of works and the project has been developed with the winning framework contractor and it is anticipated that enabling works to remove asbestos, set up and clear the site will commence in April 2008. The first section of works, which includes the two-storey main teaching block and the external works areas, is due to complete at the end of August, enabling the Education Centre to be operational for the September term. The second section of works, which includes the remaining admin and curriculum spaces, is anticipated to complete during December 2008 at the end of the autumn term.

    5.1

    Councillor Robin Hughes, the local Member for the area, has been consulted on these proposals and he has confirmed that he is supportive of the scheme.

    Conclusion

    The proposed scheme will facilitate the relocation of the existing Education Centre from its current location within Cricklade College into refurbished accommodation at the former Shepherd's Spring Junior School building.

Value of land already acquired for this project

      The land forming the site of the development is the former Shepherd's Spring Junior School. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the proposed establishment.

      The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the annual fuel cost for the Centre will be in the order of £9,894 (£7.80 for each m² of accommodation). The CO² consumption will be 58 tonnes per year.

2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        Shepherd's Spring Infant and Junior Schools are located on a shared site in a residential area of Andover at Smannell Road.

        Area including comparison with local/national standards

        The total site area is approximately 0.65 hectares. There are no DCSE guidelines for the size of a site for an Education Centre, although it is considered that the site will be large enough to provide the appropriate accommodation, together with an outdoor area for physical education and social and recreational use.

        Access

        The site is accessed from Smannell Road. The contractor will use the main access for the duration of the works. Whilst there is a school presence on the site, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.

        Existing buildings and temporary buildings

        No temporary buildings are required for this scheme.

        Results of trial boreholes

        No boreholes have been undertaken for this scheme.

        Mains services position

        It is anticipated that the mains electricity supply will be upgraded as part of the scheme. Other mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed accommodation.

      3 Scope of the Project

      4 The Proposed Building

        Type of construction, finish and appearance

        The extension will be of traditional construction with external cladding, a high-performance felt roof and aluminium windows and doors, all to complement the existing building.


      All other works are of an internal reconfiguration/refurbishment nature.

        Impact Assessment

        The ground floor accommodation has level access throughout. There is level access to the main school entrance, other external doors are to be altered to allow access for all. A ramped access will be provided to the MUGA.

        Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.

        Heating and ventilation systems

        A new energy-efficient gas boiler is to be installed which will heat the building via radiators. The ventilation to the ground floor will be by opening windows, with the first floor utilising mechanical ventilation.

        Fire risk assessment

            In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment

        concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        It is proposed to relocate the existing car park so that it is attached specifically to the new Education Centre, providing 14 car parking spaces to include one wider space for accessibility.

        Landscape proposals

        The site already has some established shrub borders and mature trees and it is anticipated that further shrub planting will take place around the extension and car park area.

        Situation on site and environmental impact

        The proposed extension is located within an existing central courtyard area and will therefore have no impact on surrounding housing. There are a number of trees that are required to be removed as part of the external works scheme. These are clearly defined on the planning approval drawings. All trees adjacent to the development will be protected during the works. Some works to thin out the mature coppice to the south of the main building will be carried out to improve visibility.

      6 Planning

        A detailed planning application was submitted during December 2007.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

        Funding for the furniture and equipment will be allocated from the capital programme.
