Summary

1.1

The following decision is sought:

That, in order to facilitate the early development of the proposed Emmaus live/work facility at Bar End:

a) approval be given to the deferral of repayments of capital contributions by Emmaus Hampshire in accordance with the details contained in this report; and

b) that the Chief Executive be authorised to conclude variations to the existing contractual terms in relation to the proposed Emmaus Development on the County Council's land at Bar End, Winchester.

Reason

2.1

This decision supports the following Corporate Priority:

Maximising wellbeing by further supporting the voluntary sector's provision of a Live/Work Development for vulnerable people in the community.

Other options considered and rejected

3.1

Not agreeing to defer payments - this was rejected on the basis that maintaining the requirement for an advance payment by Emmaus will place pressure on their funding of the project.

3.2

Waiving all, or a proportion, of the payments - this was rejected as being prejudicial to the County Council's financial position in that the County Council is already providing significant financial support to Emmaus and that previously committed budgets would not be replenished thereby reducing opportunities for the Council to support other capital schemes.
