1 Summary
1.1 The purpose of this report is to set out the approach to establishing a pilot facility to exploit video to communicate on Hantsweb. Also, to determine the appointment of a commercial partner for video content production and for the provision of a service to display the videos on Hantsweb.
1.2 It is recommended that approval be given to:
(a) Establish the pilot service for producing video content and displaying this content on Hantsweb;
(b) Appoint a commercial partner to provide a video content production service for the County Council and provide a platform to display the videos - a `video media streaming' service;
(c) Note the internal arrangements for managing the service;
(d) Note the proposed partnership with the University of Winchester for video content production for community groups.
2 Reason(s)
2.1 There is a strong case to develop video based content on Hantsweb to communicate more effectively with Hampshire's constituents. It will allow the County Council to use short video clips as a powerful new medium to communicate key messages and promote the Council's services, as well as promoting the activities of the voluntary and community sector.
2.2 In a developing market, the least cost least risk approach to achieving these objectives in the short to medium term is to pursue a single tender action with a commercial partner for video content production and a video media streaming service, with the core service being provided free of charge in return for the rights to advertise, subject to appropriate editorial controls. It is further proposed that a partnership with the University of Winchester should be developed to support video content production for the voluntary/community sector.

(2) Develop the video media streaming capability in-house and purchase content production from an external supplier - rejected on cost and risk grounds
(3) Purchase both the video media streaming capability and content production from an external supplier - rejected on cost grounds
