1. Summary
1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Lead Member for Children's Services and the Executive Member for Policy and Resources.
1.2 Appendix 2 shows those capital projects for which an allocation has been made in the Children's Services Capital Programme and where the Acting Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.
1.3 The schemes within this report generally reflect the priorities in the Corporate Strategy by providing excellent school facilities which enhance the quality of place, providing safer and more accessible facilities and maximising well-being, thus benefiting all users of the premises.
2. Recommendations
2.1 That the additional works and funding for schemes at Riverside Community School, Waterlooville and The Toynbee School, Chandler's Ford, are approved.
2.2 That the Executive Lead Member for Children's Services (Education) endorses the action taken by the Acting Director of Property, Business and Regulatory Services on the Elvetham Heath Primary School project to ensure progress remains in line with the Target Programme. This includes an order for pre-construction detailed design work up to the value of £100,000 to the appointed Framework Contractor in advance of the approval of the Project Appraisal by the Executive Member for Policy and Resources.
2.3 That the overall position of the major capital projects being undertaken by the Acting Director of Property, Business and Regulatory Services be approved.
3. Completed Schemes
3.1 Since the April 2007 meeting of the Executive Member for Education, schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:

4. Additional Works and Funding Added Post Contract
4.1 The following schemes have had further funding added to the contract for specific additional works.
4.1 Riverside Community School, Waterlooville
The School has contributed an additional £97,000 (excluding fees) for works to refurbish pupil toilets, which will be carried out as part of the classroom extension scheme. The total school contribution is now £191,000, excluding fees, from their devolved capital allocation and LMS funds.
The scheme is now on site and it is anticipated that completion will take place during July 2008.
4.2 The Toynbee School, Chandler's Ford
The scheme is now on site. The Contract made up of two orders: £415,471 for Blakedown Sport and Play to construct the STP and floodlighting and £67,000 for Walker Electrical to upgrade the electricity supply to the site. Residual NDS Condition funding from the Courtmoor STP scheme has been transferred to this scheme towards the electrical works.
5. Additional Works and Funding added at Pre Contract Stage
5.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' for Education and Policy and Resources.
5.2 Additional funding has come from various sources including increased Children's Services Capital Programme allocations, and inflation and tolerance adjustments; additional school funding for specific additional requested works, and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.
6. Elvetham Heath Primary School, Fleet - 3FE Extension
This Major Project in the 2008/09 Capital Programme has a particular target programme to start on site in the summer of 2008 to meet rising pupil demand. A contractor has already been appointed through Hampshire's Framework to secure an early start. The method of procurement selected requires a contractor to be involved in pre-construction and detailed design work in order to meet the required timescale. Because of the timing of the Executive Lead Member for Children's Services and Policy and Resources, decision days in the lead-up to the letting of a contract, it is proposed to take a project appraisal straight to the Executive Member Policy and Resources Decision Day on the 9 April 2008. The project is over £1m and is a key decision for the County Council.
In addition, an order will be given to the contractor to commence pre-construction design work, in advance of the project appraisal being approved, by the Acting Director of Property, Business and Regulatory Services. The value of this work is expected to be around £100,000. This will maintain the target programme towards an early start on site in this financial year. The Executive Member is asked to endorse this course of action
7. Andover Education Centre (formerly Shepherd's Spring Junior School, Andover)
The project to convert this school building to accommodate the Education Centre relocating from leased premises elsewhere in Andover is well underway. There is a key deadline to meet because of the termination of the lease by the landlord of the Education Centre's existing accommodation in the summer of 2008. Works are programmed to commence in April 2008. Because of the fast-track programme and limited lead in time available, the project appraisal was approved by the Executive Member Policy and Resources on 6 March 2008. A copy of the appraisal has been given to the Executive Lead Member for Children's Services (Education) for information. The project is over £1m and is a key decision of the County Council.
