1. Summary

1.1 As a result of the Hampshire County Council Democratic Review (2005), a new approach to scrutiny was implemented from Autumn 2006. The Policy & Resources Select Committee decided it would be appropriate to review the operation of this new system after a year. This review of scrutiny arrangements was initiated in September 2007 and has invited feedback from Select Committee Members, Executive Members and Department Directors. Some clear messages are emerging from this evidence base. A Review Group comprising the Select Committee Chairmen and the Opposition Party Spokespeople has been set up to review the evidence, and this group needs to meet to agree the conclusions and recommendations to come out of this review.

That the Policy & Resources Select Committee notes this report and approves the next steps.

3.1 Attached to this report is a summary of the key areas for action arising from the evidence (Appendix 1), a report summarising the evidence gathered during the review (Appendix 2) and the full responses received from Select Committee Members (Appendix 3).

4. Proposed Next Steps

4.1 The Review Group to meet to agree the conclusions and recommendations coming out of this review. It is anticipated that after this has taken place an extraordinary meeting of the Policy & Resources Select Committee will be called to approve the final report of the Review.
