Summary

1.1

The following decision is sought:

That approval be given to:

The principle of the County Council granting a new Building Lease to the Festival for Young People for a period of 99 years at a peppercorn rent and on such other terms as to be agreed by the Acting Director of Property Business and Regulatory Services (Head of Estates) for the construction of a youth centre, subject to:

a) the Festival for Young People preparing a Business Plan and confirming its ability to fund all development costs associated with the development;

b) the Festival for Young People becoming a Registered Charity prior to the granting of the Building Lease;

c) the facility being made available as far as is reasonably practicable and on a non profit-making basis to other community organisations; and

d) progress being made by the Festival of Youth for Young People against an agreed programme and the project being completed within a three-year period.

Reason

2.1

This decision supports the Corporate priorities as it will bring the land into community use thus meeting the Corporate priorities of:

· Maximising wellbeing by enabling the provision of a focus for organised youth activity in Petersfield; and

· Enhancing our quality of place by enabling the provision of a purpose-built youth club.

Disposal to other community organisations.

Sale on the open market following planning approval for alternative uses.
