AT A MEETING of the ENVIRONMENT AND TRANSPORTATION SELECT COMMITTEE of the COUNTY COUNCIL held at The Castle Winchester on Thursday, 17 April 2008.

61. APOLOGIES FOR ABSENCE Apologies for absence were received from Councillors: A.S. Carew; Sam Payne and John K. West 62. DECLARATION OF INTEREST Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate declare their interest, and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed save for exercising any right to speak in accordance with Paragraph 12 of the Code . Councillor Mrs. K Heron declared a personal interest in respect of Item 6 (Lyndhurst By-Pass Prioritisation) in that she is a New Forest Commoner. 63. MINUTES
The Minutes of the Committee held on 22 January 2008 were confirmed as a correct record and signed by the Chairman.
64. CHAIRMAN'S COMMUNICATIONS
a. Executive Member Briefings The Chairman reported that, in future, all Chairmen and Vice-Chairmen of Select Committees would be invited to attend the appropriate Executive Member Briefings to enable them to keep up to date with issues. 65. HAMPSHIRE WASTE MANAGEMENT SITES PLAN With the agreement of the Chairman this item had been removed from the agenda. The Director of the Environment reported that her Department was not yet in a position to give a report but would advise when this could be done at the earliest opportunity. 66. LYNDHURST BY-PASS PRIORITISATION
Councillor Hutcheson, Chairman of the Scrutiny Review Group presented the Lyndhurst By-Pass Scrutiny Review Report (Item 6 in the Minute Book). Members said that the report was very thorough and thanked the Review Group and officers for all of their hard work . The report had already been received by The Cabinet which had accepted all of the recommendations except recommendation J (see page 7 of the report) which was accepted in part. Councillor Kendal reported that he would be in a better position to respond to the recommendations once local discussions had taken place. The Chairman confirmed that the outcomes of the review would be monitored by the Committee through its 2008/09 Work Programme. RESOLVED: That: a. The recommendations of the Review Group as revised by The Cabinet be noted. b. Monitoring of the implementation of the scrutiny review recommendations be included in the Committee's Work Programme. 67. TRANSPORT IN THE COMMUNITY Councillor Hutcheson, Chairman of the Scrutiny Review Group presented the Scrutiny Review Group's report on The Effectiveness of Passenger Transport Services in Meeting Community Needs in Hampshire (Item 7 in the Minute Book). The considerations and recommendations of the Review Group were circulated at the meeting. RESOLVED: That the recommendations of the Review Group be agreed and presented to the Executive Member for the Environment for consideration.
68. SCRUTINY UPDATE - STATE OF HAMPSHIRE'S ROADS The Chief Executive updated the Committee on the current position with the review of the state of Hampshire's Roads. The review had been scheduled for 2007/08 as a scrutiny topic but had been deferred to 2008/09. Arrangements had now been made for this to be addressed via a half day scrutiny event for all members of the County Council on 11 June 2008 when the following issues will be considered: · How is public opinion influencing decisions on highways maintenance? · What is Hampshire County Council Environment Department doing to respond to public opinion, and is that opinion open to change? · What strategy is Hampshire County Council putting in place for long term management of the highway asset?
RESOLVED: That the review of the state of Hampshire's roads takes place on 11 June 2008. . 69. ANNUAL REPORT OF THE COMMITTEE The Chief Executive presented the Committee's Annual Report and the end of year 2007/08 Work Programme (Item 9 in the Minute Book). RESOLVED:
That the Annual Report be received.
70. TOPICS FOR SCRUTINY SUGGESTED BY MEMBERS The Chief Executive presented a report giving topics for scrutiny that had been suggested by Members and others ( Item 10 in the Minute Book). The Committee gave consideration to the topics and suggested that Waste Handling, including Re-cycling and progress on road infrastructure should be considered as a topic for scrutiny for 2008/09. Members also expressed an interest in street lighting as a `live' scrutiny ant a future meeting of the Committee. RESOLVED: That the Scrutiny Officer be requested to look at the possibility of the Committee giving in-depth scrutiny to Waste Handling, Including Re-Cycling or pressures on road infrastructure during 2008/09.
71. WORK PROGRAMME 2008/09 The Chief Executive presented the Committee's Work Programme for 2008/09 (Item 11 in the Minute Book). It was suggested that, as The Cabinet was giving consideration to the Minerals Plan at its meeting on 23 June 2008, it would be appropriate for the Select Committee to give it prior consideration. RESOLVED: That: a. The work programme for 2008/09 be approved subject to the issues raised at this meeting. b. An additional meeting of the Committee be convened for Tuesday, 17 June 2008 to give consideration to the Minerals Plan

The Chairman to receive the response of the Executive Member for the Environment regarding the implementation of the review recommendations. The Chairman to communicate the result of the Transport in the Community Review to the Executive Member fro the Environment. The Scrutiny Officer to publicise the scrutiny event on the state of Hampshire's roads. Scrutiny Officer to report to the meeting of the Committee in July 2008 on identifying possible in-depth scrutiny topics and update the work programme to include street lighting. Scrutiny Officer to update the 2008/09 Work Programme. Officers to support an additional meeting of the Committee on the Minerals Plan on 17 June 2008. |
