Young People abusing Alcohol

Cllr A. McNair-Scott

Learning Disabled People: issue of growing demographic pressures. Many of the client group outlive their parents and more seriously handicapped children are surviving into adulthood. Services have been affected by the changes in organisation as a result of the Children's Act.

Cllr E. Neal

The impact on Hampshire's well-being agenda of investment in road infrastructure: issue of the effect of levels of investment in road infrastructure, and the impact of this on business. Without sustained efficient economic development you cannot have a well being agenda. Who is going to pay for

it ?

Cllr S. Payne

Hampshire Youth Service: issue of levels of funding of the youth service in the county compared to other parts of the county. Staffing issues and impact of organisational changes.

Cllr A. Dowden

Dementia: how is Hampshire dealing with the consequences of the predicted rise of 17.5% in dementia prevalence in the county by 2015 ? By 2026, a quarter of Hampshire population will be of pension age and half of those will be over 75 years. In the very eldest group, the 85 years and over, the proportion of people is set to rise by the largest amount. This is all very good news but we must plan how we will be able to care for them. In Hampshire birth rates are below replacement level and life expectancy is rising, leading to higher proportions of older people relative to younger people.

Cllr J. Porter

Road Safety partnership with the police: issue of strength of the partnership. Suggestion of a mini review.

Community Safety - Food Safety Plan: The Plan goes to the Executive Member once a year /decisions/decisions-docs/070913-execpr-R0906124924

(a) section 75 agreements - Hampshire Partnership Trust and Surrey and Borders

(b) Mental Health Annual Report

Learning Disability: integration issues

Items from 2007/08 work programme

    a) The Third Sector: to consider optimum working relationships between the county council and the Third Sector. (Item identified as possible in-depth scrutiny, but not taken to Policy and Resources Committee for endorsement)

    b) Contracts: consideration of changes to spot purchasing and impact on delivery of care. (Item agreed for a light touch scrutiny in July 2007; likely timescale is June 2008)

Cllr Clarke

Demand for well-being in the home:

    a) do we know the scale and growth of this demand, and are there in place robust and effective ways of serving this need ? Or is the usual situation of incremental, uncoordinated provision with no overarching direction ?

    b) who or what should be the vehicle for service delivery ? A role for the LAA with local LSPs as performance and service monitoring vehicles ?

Background: an emerging theme in healthcare is the desire to keep people in their homes rather than in other forms of supported accommodation - major issues of cost and availability of such provision. It is an area in which there are many players - County and Districts, Housing Associations, voluntary and community groups providing a range of services, many of which are run on a shoe string. Yet the goal is to keep people safe, healthy and active in their homes.

Concern: are these disparate actions effectively dealing with an emerging and swiftly growing demand that is probably better catered for in the public sector with the private sector lagging well behind ?

Community Action Hampshire

Hidden housing need in rural areas, and the impact that it has on people's health and well-being: this is said to be quite an issue for older people and for younger people, many of whom have to continue to live with their parents.
