COUNTY COUNCIL -15 MAY 2008
QUESTIONS UNDER STANDING ORDER 20(b)(i)
1. From Councillor Reid to Councillor Thornber, Leader of the Council
Will the Leader issue instructions to the press and media relations
department to the effect that, when issuing a statement on behalf of the Council, the local Member is informed so that he or she may be made aware of the issue in their Division that is attracting media interest? Better still, will he ask the media department to consult with the local Member, if possible, so that the Member can highlight any local sensitivities?
Suggested reply:
2. From Councillor Jo Kelly to Cllr Kirk, Executive Lead Member for Children's Services
Are you satisfied with the quality of the pupil data held on our IT
system? If not, what steps are you taking to improve the position?
Suggested reply:
3. From Councillor Reid to Cllr Kendal, Executive Member for
Environment
Will the Executive Member agree to a change of procedure for the preparation of schemes to be funded through Section 106 monies, whereby Officers take guidance from the local HAT as to the schemes that the HAT would wish to see prepared, leading to consideration by the HAT and onward advice to the Executive Member? The Executive Member can then make his final decision based on the advice received from the HAT.
Note: this would replace the current situation whereby Officers advise the Executive Member on schemes to prepare, potentially leading to the situation where expenditure is incurred on schemes that do not find favour with the local HAT, which then has to fight a rearguard action to reject the chosen scheme and substitute it with one that will better serve the local community.

4. From Councillor Reid to Councillor Thornber, Leader of the Council
Will the Leader agree that the expenditure of up to £100,000 on a topographical survey of the Manydown land in Basingstoke could prove to be wasted expenditure for as long as the policy of Basingstoke and Deane Borough Council is to refuse to promote the site for development, and will he therefore issue instructions that the proposed letting of external contracts for this work should not proceed for as long as the current situation prevails?
