The English Project

1. Summary
The report presents the case for a County Council grant being made to the English Project, a registered charity, to help it prepare a number of research studies that are necessary to underpin a major application for external funding.
2. Recommendation
2.1 That the County Council supports the English Project and a one-off grant of £20,000 be awarded from the Policy and Resources grants budget to enable it to undertake the necessary preparatory work required for an application to the Heritage Lottery Fund to site the English Project in Winchester.
2.2 That any future requests for financial support from the County Council be submitted to the Executive Member for Children's Services for consideration
3. Reason
3.1 The English Project plans to provide an international centre for the study and appreciation of the English Language in the heart of Winchester. The benefits to Hampshire residents, particularly of the teaching of English in schools, is likely to be of great significance. The preparation of an educational study to report on this significance is a key condition of the County Council's grant aid.
