Summary |
1.1 |
The Mountbatten School and Language College is located in a residential area on the eastern edge of Romsey, at Whitenap Lane. The School has a capacity of 1,420 pupils and there are currently 1,418 pupils (11-16 years) on roll. |
1.2 |
The school travel plan has highlighted congestion issues at the school entrance with conflict between buses, cars, cycles and pedestrians at the start and end of each school day. It is therefore proposed to create a dedicated access for the 14 school buses to access the site directly from Luzborough Lane. |
1.3 |
The Acting Director of Property, Business and Regulatory Services has progressed the design of the proposed scheme at The Mountbatten School, Romsey and the purpose of this report is to outline and seek approval to the proposals. |
1.4 |
The proposed scheme will improve safety at the school by reducing congestion and providing a dedicated entrance for school buses. |

Recommendation |
That the Executive Lead Member for Children's Services (Education) approves the proposals for the scheme at The Mountbatten School and Language College, Romsey, at an estimated total cost of £225,000, excluding fees. | |

Scope of the Works |
3.1 |
The new access will accommodate approximately 14 bus movements to and from the site twice a day during school days, reducing congestion in Whitenap Lane and easing the movement of pedestrian and cycle users. The bus waiting area will be located on an area of the school site which is not currently utilised for external learning. |
3.2 |
The existing demarked coach waiting area in Whitenap Lane will be used as a dedicated lay-by for pupils' drop-off and pick-up. | |

Funding and Timing | |
4.1 |
Subject to the necessary approvals it is anticipated that tenders will be invited during June 2008, work will commence on site during August 2008 and be completed during November 2008. | |

The proposed scheme will ease congestion problems at the school, improve safety and provide a dedicated entrance for school buses. | ||
