1. Summary

1.1 The following decision is sought:

      That the following 2008/09 Environment Department Capital Programme Sub Programme schemes and allocations, set out in Appendices 1 to 7 of the report, be approved:

      (i) Minor Works (under £25,000 each) total £363,500 (Appendix 1);

      (ii) Minor Traffic Management schemes total £360,000 (Appendix 2);

      (iii) Casualty Reduction Sub Programme total £1,920,000 (Appendix 3);

      (iv) Safer Routes to School total £1 million (Appendix 4);

      (v) Capital Maintenance Programme total £26,817,000 (Appendix 5);

      (vi) Quality of Place high priority schemes total £185,000 (Appendix 6); and

      (vii) Bridge Strengthening and Maintenance Programme £4,077,000 (Appendix 7).

2. Reason

2.1 Decisions made in relation to these programmes of the Environment Capital Programme will support the Council's priorities of developing safe communities, ensuring access to services and protecting local distinctiveness and diversity. Programmes, such as Casualty Reduction, play a major part in improving safety on Hampshire's roads through the implementation of low-cost engineering measures at high-risk sites. The Safer Routes to School programme combines safety with accessibility through the promotion of sustainable travel and transport choices.

3. Other Options Considered and Rejected

3.1 The selection and prioritisation process for each sub programme is different and the reasons for rejecting candidate schemes vary depending on the programme. The various methods are identified within each sub programme paragraph of the report.
