1. Summary

1.1 This is Part B of a three part report and sets out the proposed list of schemes contained in the Transport Capital Programme sub programmes for implementation during 2008/09.

1.2 Part A of the report provides an overview of the 2008/09 Capital Programme and funding pressures. Part C sets out the Waste Management and Environmental Improvements sub programmes.

1.3 Section 6 of this report includes information on progress being made in the Contributions Action Team (CAT) project. This project, which began in 2006, aims to accelerate the development of appropriate highway schemes in order to release highway developer contributions into the programme as new schemes. A list of 29 studies currently underway is attached as Appendix 8 for information.

1.4 Programmes, such as Casualty Reduction, play a major part in improving safety on Hampshire's roads through the implementation of low-cost engineering measures at high-risk sites. The Safer Routes to School programme combines safety with accessibility through the promotion of sustainable travel and transport choices, while the Minor Works programmes are schemes with a high local priority identified by the Hampshire Action Teams.

2. Recommendation

2.1 That the following 2008/09 Environment Department Capital Programme Sub Programme schemes and allocations, set out in Appendices 1 to 7 of the report be approved:

        (i) Minor Works (under £25,000 each) total £363,500 (Appendix 1);

        (ii) Minor Traffic Management schemes total £360,000 (Appendix 2);

        (iii) Casualty Reduction Sub Programme total £1,920,000 (Appendix 3);

      (iv) Safer Routes to School total £1 million (Appendix 4);

        (v) Capital Maintenance Programme total £26,817,000 (Appendix 5);

        (vi) Quality of Place Sub-Programme total £185,000 (Appendix 6); and

        (vii) Bridge Strengthening and Maintenance Programme £4,077,000 (Appendix 7).

3. Background

3.1 The Environment Department Capital Programme of works is listed under five main headings and funded by a combination of local resources, Government grants, borrowing approvals and a variety of external sources including developer contributions. The main headings are:

    (i) Structural Maintenance of Principal and non Principal Roads - £22,740 million;

    (ii) Integrated Transport programme - £5.788 million;

    (iii) Bridge Strengthening and Maintenance - £4.077 million;

    (iv) Environmental Improvements - £1.053 million; and

    (v) Waste Management programme - £1.140 million.

3.2 This report sets out the transport sub programme [(i), (ii) and (iii)] in order to aid decision making by means of a fuller description of the individual schemes under each main heading. Monitoring of these programmes will take place during the year and be reported regularly in order to recommend any changes that may be required to address changing priorities. Details of the Environmental Improvements and Waste Management Sub Programmes are contained in Part C of this report

3.3 Estimates for the majority of the transport sub programme schemes were prepared prior to confirmation of the new Term Highways Contract (THC) tender prices. Due to savings resulting from lower rates tendered for this contract, it is proposed that the cash allocation for the transport sub programmes is reduced accordingly, which will still enable the intended programmes of works to be carried out for a lesser amount. The savings can then be used to support other funding pressures. The original scheme estimates listed in the appendices will be adjusted at the appropriate time as the works orders are placed using the new contract prices.

4. Integrated Transport Sub Programmes

    Minor Schemes and Traffic Management - (original proposed allocation £900,000 excluding external contributions, new proposed allocation £840,000)

    Minor Works Programme (original proposed allocation £363,500)

4.1 These schemes are generally small highway improvements, such as missing footway links, pedestrian refuges or sightline improvements, etc that cost between £10,000 and £25,000. Demand for schemes of this nature greatly exceed the available funding. Therefore over March and April 2008 each Hampshire Action Team (HAT) was given the opportunity to identify its top priorities. The prioritised list is attached as Appendix 1 and recommended for incorporation into the 2008/09 programme. Also incorporated within this list are a number of small value developer funded schemes that have been identified for delivery during the year.

    Minor Traffic Management (original proposed allocation £360,000)

4.2 These schemes are small value projects often related to Traffic Regulation Orders (TROs), speed limits and signing/lining, which may be undertaken directly by the County Council or by districts under the Traffic Management Agency arrangements. The list as set out in Appendix 2 has been reviewed at the relevant Hampshire Action Team meetings and is recommended for incorporation into the 2008/09 programme. The list is divided into those schemes where details are complete and ready for implementation and those still requiring further investigation or design work.

      Fees (£100,000) and Reserve (£180,000)

4.3 Within the overall budget of £900,000, an allocation of £100,000 for fees associated with the Minor Traffic Management schemes has been top-sliced to cover Hampshire staff time. A reserve allocation of £180,000 has been set aside in order to react to emerging priorities quickly or fund additional costs resulting from revised estimates.

    Casualty Reduction Programme (original proposed allocation £2,000,000, new proposed allocation £1,920,000)

4.4 This long established engineering programme has played a major part in improving the safety record on Hampshire's roads over the last decade or more. The programme is completely based on analysis of accident statistics and the site characteristics of locations with poor accident records.

4.5 The proposed breakdown of this programme is divided into four smaller sub programmes, outlined in Table 1 below and set out in Appendix 3 in more detail. At this point in the year a few candidate schemes are well developed and ready to be implemented early, whereas others will require further analysis.

4.6 Casualty Reduction Partnership and Programme Audit projects are initiated subsequent to investigations of fatal/very serious road traffic accidents on the network. By their nature, therefore, an advanced programme is not possible.

    Safer Routes to School Programme (£1,000,000)

4.7 In response to Central Government guidance for every school to have a School Travel Plan (STP) by the end of the decade, the Environment Department is striving to meet that target by working closely with the schools and helping them develop and implement their STPs. In March 2008 nearly 58% of schools (347 out of 601) had approved STPs. Based on current predictions it is anticipated that the Government's target will be met.

4.8 The Safer Routes to School programme links very closely with the development of STPs. One of the objectives of an STP is to encourage children to be active and independent by walking, cycling or using public transport on a regular basis to get to and from school. The Safer Routes to School programme helps achieve that by funding associated improvements, such as improved pedestrian crossing facilities, cycle storage, walking buses and other small scale schemes.

4.9 Improvements identified within the approved Travel Plans are prioritised using a selection matrix to determine the most appropriate measures to fund. The matrix assesses the travel plan as a whole, and scores against criteria such as existing travel patterns, the level of school commitment, previous Safer Routes to School expenditure, the length of time since submitting the travel plan and accident levels near the school. It also considers each proposed improvement, scoring it on factors such as the opportunity to create modal shift, the number of pupils, the cost per pupil and the ease of delivery.

4.10 The proposed programme is set out in Appendix 4. This includes £100,000 for programme management, to enable costs associated with managing the schemes and development of the engineering solutions to be charged to the programme.

5. Capital Maintenance Programme £26.817 million

      Overview

5.1 The Highway Maintenance programme is funded from two basic sources, revenue (generally covering reactive repairs, cyclic maintenance, winter salting, etc) and capital (structural maintenance and larger planned schemes). This report focuses on the capital funded programme element, which is funded from Government supported borrowing, Government grants and local resources.

5.2 The 2008/09 capital programme provision for highways structural maintenance of £28.792 million was agreed by the Cabinet in February 2008. Since then prioritisation of the candidate schemes and a detailed analysis of the impact of the new THC has been completed, indicating that overall savings of up to £0.984 million per annum could be attained across the maintenance and integrated transport programmes. The maintenance saving has been estimated at £0.794 million, less the sum of £0.168 million already allocated to cover debt charges in 2008/09 on the additional prudential borrowing approved in the budget, leaving £0.626 million available for future redeployment.

5.3 In addition, it is now necessary to make cash limit adjustments between the capital maintenance programme and the revenue budget for routine highways maintenance, to reflect the re-pricing of the programme for the revised prices payable under the new THC. In general terms, the price of capital structural maintenance work has reduced under the new contract, whilst the cost of routine maintenance funded from the revenue budget has increased. As a result it is necessary to transfer a sum of £1.975 million from the capital highways maintenance programme to the highways maintenance revenue budget to cover this price variance. However, it is important to note that previously planned work volumes within the overall highways maintenance programme will be unaffected by this technical adjustment.

5.4 Taking into account the above, the adjusted capital programme provision for structural maintenance is £26.817 million, comprising £4.077 million for the maintenance of bridges and structures and £22.740 million for roads.

5.5 The programme comprises a variety of routine and planned maintenance schemes being delivered by the area teams and through the new THC. It also includes the Quality of Place and Bridges programmes, which are discussed in more detail in sections 5.7 and 5.9 below.

5.6 A summary level programme is set out in Table 2 below for information, and a more detailed breakdown of the sub programmes has been set out in Appendix 6.

      Improving Quality of Place Programme

5.7 This programme is funded from within the capital maintenance budget and is aimed at funding additional works to existing planned maintenance schemes in order to enhance the scheme and satisfy other local priorities. Candidate schemes for this programme need to demonstrate the following criteria:

        (i) create a street-scene which has a wider beneficial public use and adds value to the current public enjoyment of an area;

        (ii) links to existing/proposed environmental programmes - County Council, District, Parish, private;

        (iii) remedies known environmental defects;

        (iv) use of enhanced quality of materials, design approach and features to enhance local distinctiveness and sense of place; and

        (v) enhancement of a proposed or existing scheme to improve the overall environmental quality of an area.

5.8 The list of candidate projects is attached as Appendix 7. Part A of this report recommends that £338,000 of the original allocation of £523,000 is held back as a contingency, leaving £185,000 for the highest priority schemes. A decision on the £338,000 held back can be made later in the summer.

    Bridge Strengthening and Maintenance Programme £4.077 million

5.9 This programme is funded from within the capital maintenance budget and consists of the following sub headings:

    (i) Structural Maintenance;

    (ii) Road Restraint Systems (eg crash barriers);

    (iii) Strengthening/Replacements; and

    (iv) Design, Assessment and Feasibility.

    The full Bridge Programme is set out in Appendix 8.

5.10 The Structural Maintenance programme is mainly identified and prioritised using bridge inspection data, in accordance with the National Code of Practice. The programme includes ongoing contracts such as painting and expansion joint maintenance and also accident damage remedial works and footbridge maintenance.

5.11 The Road Restraint System schemes are prioritised in accordance with national standards and the highest scoring sites are jointly agreed with Network Rail.

5.12 The strengthening/replacement schemes are identified from the assessment programme for 40 tonne vehicles and inspections. There is no nationally agreed prioritisation process, but that followed by Hampshire is in line with other Local Authorities.

5.13 Also included is a programme of Design, Assessment and Feasibility which is generally linked to the above projects. It includes other initiatives instigated by Government, such as assessment for heavy loads, which is a rolling programme prioritised to `A' roads and heavy load routes.

6. Emerging Developer Funded Schemes

6.1 Within the 2008/09 Integrated Transport Capital Programme an estimated approval figure of £2 million was agreed. This figure represented an estimate of the likely value of schemes coming forward from the Contributions Action Team (CAT) for implementation in 2008/09.

6.2 The Team was set up late in 2006 in order to identify and accelerate the development of appropriate highway improvement schemes that would make best use of the developer contributions taken under Section 106 of the Town and Country Planning Act 1990 for highways. The Team is now making good progress and is working on over 29 feasibility studies that, if achievable, could release up to £5.8 million of monies already received, plus a further £1.9 million of contributions expected within the next two years. Details of the feasibility studies are contained in Appendix 8.

6.3 In 2008/09 it is expected that a further 10-15 studies will be commissioned, which should release a further £4 million into the 2009/10 and 2010/11 capital programmes.

6.4 Over the past few years the County Council has been receiving, on average, around £7 million of developer (highway) contributions, plus approximately £1.5 million interest on the total account value per annum. Through the Integrated Transport Capital Programme, the Environment Department had been spending, on average, £6-7 million of those contributions per annum. This was resulting in a net increase on the account of around £2 million each year. The CAT project was set up specifically to target schemes that would make best use of the accumulated developer contributions not already assigned to programmed or future schemes (approximately £12 million). Proposed schemes must comply with the legal terms under which the contributions were received and every attempt is made to spend the contributions in the same district that they were taken.

6.5 The CAT studies fees are funded through an LPSA1 reward grant of £500,000 and the project is expected to continue up to 2010/11. Although outside of the scope of this report, the outcomes of these studies have a direct connection to the capital programme. The list of feasibility studies underway is attached as Appendix 8 for information.

7. Impact Assessments

7.1 The proposals in this report are derived from the departmental service plans and LTP objectives, and are in accordance with the budget strategy and the County Council's financial management policy. An impact assessment of the departmental service plans and the financial management policy has been carried out and the proposals in this report are not considered to be discriminatory.

8. Conclusion

8.1 This report complies with the Executive Member's request to prepare proposals for the sub programmes of the Environment Department's Capital Programme. Details relating to the proposed schemes within the Waste Management and Environmental Improvement Programmes are reported in Part C of the report.

8.2 The proposed programmes set out in the appendices have been assessed and prioritised, in consultation with the Hampshire Action Teams or in accordance with national guidance.

8.3 Expenditure and programme delivery will be carefully monitored throughout the year and progress will be reported regularly.
