1. Summary

1.1 The following decisions are sought:

      (i) That the programme for household waste recycling centre projects, set out in paragraph 4.3 of the report, be approved, with spending controlled to the sum of £3,750,000.

      (ii) That 2008/09 programmes to the value of £1,753,000 as set out below are approved:

      (iii) That approval be given to the 2008/09 environmental improvement programmes, as set out in Appendices 1a and 3.

      (iv) That exploratory work proceed on environmental improvement schemes for future programmes as set out in Appendix 2.

      (v) That £300,000 of the approved (February 2008) Household Waste Recycling Centre capital budget provision for 2008/09 is held back as a contingency against the overall capital programme.

      (vi) That £362,000 which is available for reallocation from existing Regeneration of Older Urban Areas schemes is also held as a contingency.

1.2 These areas for holding the contingency have been selected because it will not delay delivery of schemes or risk losing credit approvals. In the event that the Capital Programme contingency is not required, it is anticipated the sums held against HWRCs, £300,000 and ROUA, £362,000 will be made available for increased expenditure in the respective service areas as outlined in this report.

2. Reason

2.1 To support the County Council's corporate priorities and departmental aims through improving HWRCs infrastructure provision, protecting the County Council from environmental and cost liabilities pertaining to closed landfill sites and improving and enhancing the environmental quality, economic and social vitality in urban areas, market towns and villages through the delivery of environmental improvement projects.

3. Other Options Considered and Rejected

3.1 Alternative schemes were considered for inclusion in the environmental improvement initiative programmes (Appendix 1 of the report). However, these schemes were rejected following an appraisal of scheme details and failure to comply with the criteria of the environmental improvement initiatives.
