Summary |
1.1 |
Knights Enham Infant and Junior Schools are located in a residential area to the north Andover at King Arthur's Way. The Junior School has a capacity of 240 and there are currently 162 pupils on roll. The Infant School has a capacity of 180 and there are currently 169 pupils on roll. |

Although the proposed scheme to refurbish and extend the existing schools to provide additional teaching and administration accommodation was prepared as part of the options appraisals for the Andover Review of Primary Education that was undertaken in 2006, it did not form part of the final report. Following the review, in January 2007, the Department for Children, Schools and Families confirmed that the County Council had secured funding under the pathfinder phase of the department's Primary Capital Programme (PCP). It was proposed the project at the Knight's Enham Schools was to be predominantly funded through this PCP funding allocation. |

It is proposed that the Knights Enham Schools will provide school places for those children displaced as part of the school closure of Shepherd's Spring Infant and Junior Schools. |

As part of strategic developments in the Andover area, a working group (including headteachers) has been set up to review how the learning needs of more complex children can be met within the community of schools in the town by enhancing the existing good practice. The improvement works to both the Knights Enham schools will include withdrawal and SEN spaces. In the interim, pupils transferring into their new schools in September will have the additional support from Learning Support Assistants who will ensure the effective transition into the pupils' new schools. The District Manager for Children and Families is working with the schools to ensure the Locality Team develops a cohesive support programme for the more complex children and their families. |

The Acting Director of Property, Business and Regulatory Services has progressed the design of the proposed scheme at Knights Enham Infant and Junior Schools, Andover, and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

Scope of the Works |
3.1 3.1.1 |
Junior School It is proposed to extend the existing school to provide a new reception area, together with a food technology/CDT teaching space, an ICT space and a music/drama room. It is intended that the whole school will be re-glazed and re-roofed to address the poor thermal performance of the existing building. It is also intended to install passive natural ventilation in the roof of the new teaching spaces to improve the environment within the building. |

The existing administration and toilet accommodation will be remodelled and the interior redecorated, with ceiling and floor finishes being replaced. The mechanical and electrical installations will be enhanced and brought up to current, good-quality standards. |

Infant School The existing school will be extended to provide a new reception, school office, staff room and headteacher's office. Internal remodelling of existing accommodation will provide a library/resource area, food technology room, toilet and additional administration area. The building will be redecorated throughout, to include new ceilings, light fittings and floor finishes. It is proposed that the glazing and eaves cladding will be replaced, the glazing system will match that of the Junior School. The Infant School will also be re-roofed. It is also proposed that the existing mechanical and electrical installations will be brought up to current, good-quality standards. |

External landscaping works will include: · a new shared pedestrian entrance courtyard · segregated and reconfigured car park for both schools · new informal hard play area · new screening of the junior school plant room · new teaching garden to the junior school · new boundary fencing to the combined site boundary This will improve safety, security and visual amenity on the site. |

The proposed scheme will extend, remodel and refurbish both the infant and junior school buildings to provide enhanced teaching and administration accommodation. The buildings' thermal performance will be enhanced and the shared landscape will be developed. | ||

Devolved Capital allocations
As at 30 April 2008, the school has a devolved capital balance of £126,615. Along with their allocation for the next three financial years (which should be in the region of £119,000), this will be sufficient to pay for the commitments proposed in this project appraisal.
Landlord funded work connected with this scheme
A landlord contribution of £77,000, excluding fees, will be made towards the cost of the scheme.
Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the Infant School will be in the order of £1,053 per annum (£5.40 for each m² of new accommodation) and for the Junior School £653 per annum (£5.40 for each m² of new accommodation). The additional CO² consumption will be 5 tonnes per year for each school.
Value for Money
Factors taken into consideration during the development process to ensure that the project is delivering value for money:
Procurement - the project is being developed as part of an innovative procurement strategy to deliver a number of new primary schools in the Andover area. Knights Enham Infant and Junior Schools are two of several schools being developed together with two framework contractors, with the aim of achieving some commonality and repetition across the projects to facilitate economies of scale through aggregation both on building costs and the cost of resources. Performance indicators from similar packaging strategies, such as the provision of nursing care beds (Enhance) are demonstrating that such an approach is delivering significant efficiencies.
Buildability/Specification - the early involvement of the contractor in the design development process has enabled them to contribute valuable experience, knowledge and expertise into achieving optimum design solutions in terms of buildability, quality and costs over the life of the building.
Sustainability - the scheme has been designed with a strong sustainability agenda and although a BREEAM (Building Research Establishment Benchmark for Sustainability) rating is not specifically required, design considerations will reflect longer-term benefits delivered through low-energy use.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
Knights Enham Infant and Junior Schools are located on a shared site to the north of Andover. The site is bounded by housing, with Newbury Road on the eastern side.
Area including comparison with local/national standards
The total combined site area is 2.7 hectares. The DCFS guideline for a schools of this size is 1.7 hectares. Although this would appear to be an over-provision in terms of site area, the schools are immediately adjacent to the main A343 which would make disposal of any part of the site very difficult.
Access
The main vehicular and pedestrian access to the site is from King Arthur's Way and will remain unchanged. During the construction period a temporary contractor's access will be made from Newbury Road.
Existing buildings and temporary buildings
The Infant School is a single-storey building, the Junior School predominantly single-storey with a two-storey classroom block. Both buildings are of SCOLA construction dating from 1970.
There are currently no temporary buildings on the site. However, for the duration of the contract it will be necessary to provide at least four double temporary classrooms with toilet accommodation and additional administration accommodation for decanting purposes. These buildings will be removed upon completion of the works.
Results of trial boreholes
A previous site investigation revealed topsoil over underlying chalk and conventional trench fill foundations will therefore be used.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

On completion of the project, the schools will operate as 2FE schools with the requisite specialist facilities.
4 The Proposed Building
Type of construction, finish and appearance
The extensions to both schools will be of traditional block work construction with external rendered walls. An aluminium polyester powder-coated glazing system will be used for both the new-build and the re-glazing of the existing buildings. The roofs of the extensions will tie-in to the existing buildings and roofed with a high-performance system. New insulation will be introduced into the buildings to increase thermal performance. All materials for both schools are of the same palette to complement each other and the existing architectural landscape and context.
Impact Assessment
The extensions to both the infant and junior schools will provide level access throughout. The existing final exits from both schools will be amended to provide a level access. An access statement has been compiled for the project.
Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.
Heating and ventilation systems
The current heating plant was replaced in the mid-1990s and has sufficient capacity to cater for the extensions to the schools. The current heating and ventilation systems will be extended to serve new areas. It is intended that radiator covers will be provided to the infant school building.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment
concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with the Construction Design and Management Regulations 2007, have been undertaken for the proposed scheme
5 External Works
Car parking
The existing car park serves both schools and is to be relocated and reconfigured to the west of the junior school to provide a total of 21 staff car parking space, two accessible spaces and a minibus space.
Landscape proposals
It is proposed to enhance the existing landscape with simple landscape features. The space between the schools will be a shared external space that can be used for external performance. The existing hard play area is to be reconfigured and the ball wall relocated. New lining will be installed. A new boundary treatment is proposed to the perimeter of the site. Existing features to the infant school are to be adapted and amended so as not to facilitate access to the school's roofs.
Consultation through the Learning Through Landscape programme has been undertaken to ensure the landscape potential is maximised.
6 Planning
A detailed planning application was submitted during March 2008.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
An allocation will be made from the Children's Services furniture and equipment block allocation vote.
