1 Summary
1.1 Performance management has evolved considerably since 2001 (the date the existing terms of reference were produced) and, with the additional reports received and responsibilities undertaken by the Performance Review and Scrutiny Committee, it is felt timely to update and revise the Committee's terms of reference.
2 Recommendation
2.1 That the Performance Review and Scrutiny Committee note the revised terms of reference attached as Appendix A.
3 Introduction
3.1 At its meeting on the 27th June 2001 the Authority approved the formation of a Best Value Steering Group. To reflect its importance it was decided to make it a formal committee of the Authority.
3.2 On that date, terms of reference were agreed for the newly formed Best Value Committee. Subsequently, the name of the Committee was changed to the Performance Review Committee to better reflect its role and responsibilities. The new Committee undertook a developing role within performance management and undertook additional responsibilities including Internal Audit monitoring and Improvement Planning. Internal Audit monitoring has now passed to the Governance Committee which will receive monitoring reports in the future. These new roles and responsibilities have been incorporated in an updated and revised terms of reference.
3.3 Following the changes of responsibility, on the 5th March 2008 the Performance Review and Scrutiny Committee re-drafted the Terms of Reference to take account of the Authority's wish for it to undertake post-implementation scrutiny of any major project, scheme or key decision and to deal with the review of the progression of the Improvement Planning Register.
4 Contribution to Corporate Aims and Objectives
4.1 The role of the Performance Review Committee fulfils a vital and integral role in improving the performance management of the Service. In particular it assists the Authority in achieving Corporate Aim 5 "To be in the top 10 fire and rescue services in the country by 2010".
5 Resource Implications
5.1 There are no direct resource implications arising from this report. Formal monitoring and reviewing of performance ensures resources are targeted and used to their optimum.
6 Equality Impact Assessment
6.1 Monitoring and reviewing performance will strengthen our strategic management practices by ensuring that the consequences of our proposed policies and actions comply with current legislation and expectations for improving equality and diversity in the workplace and in our delivery of services to the public.
6.2 The proposals within this report are considered compatible with the provisions of the European Convention on Human Rights, the Human Resources Act 1998, and the Race Relations (Amendment) Act 2000.
7 Risk Analysis
7.1 Failure to monitor and review performance leaves the Authority open to potential waste of resources or failure to meet legislative and locally set targets. In addition any unaddressed failure in performance could lead to a loss of reputation amongst the community of Hampshire.
