Responsibility for Executive functions with effect from 1 June 2008

1. Introduction

1.1 Part 1 Chapter 15 of the County Council's Constitution requires changes in the responsibility for executive functions decided by the Leader to be reported to the Cabinet and County Council. This report meets that requirement.

Overall strategy, policy and co-ordination `across the board', and the direction and utilisation of resources

Primary departmental links - Chief Executive's, Finance, Property, Business and Regulatory, Human Resources Departments

Service area responsibilities - services within the four departmental remit areas; except where any area has been specifically allocated within the remit of another Executive Member

Functional areas - policy framework; strategic overview; overall performance; budget strategy; personnel policies, including strategy for pay and remuneration, asset management, and IT services.  

Appointments to relevant outside bodies not on a proportional basis in consultation with the minority parties.

Executive Lead Member for Children's Services (Education)

Overall strategy and policy for all Children's matters, ie Education, Children and Families pursuant to the requirements of the Children Act 2004

Primary departmental link - Children Services

Services - all services within the remit of the above department

Functional areas - all education functions exercisable by the County Council as Local Education Authority; those Social Services functions of the County Council relating to children including those delegated by the National Health Service, the overall budget and capital programme for children's Services.

Appointments to relevant outside bodies (not on a proportional basis) in consultation with the minority parties.

Executive Member for Children and Families

The development of strategy and policy with particular reference to the functions of the County Council in relation to services for children and families, save those concerning education functions.

Primary departmental link - Children Services

Services - Children and families excluding education services

Functional areas - children and families services policy development, budget and capital programme and all associated ancillary children and families services.

Appointments to outside bodies relating to children and families (not on a proportional basis) in consultation with the minority parties.

Executive Member for Adult Social Care

Overall strategy and policy for all adult social care matters

Primary departmental links - Adult Social Care

Services - all services within the remit of the above department

Functional areas - services for older people including learning disability, physical disability, mental health and all ancillary services.  

Appointments to relevant outside bodies - not on a proportional basis in consultation with the minority parties

Executive Member for External Relations and Communications

Corporate oversight of European and International policy and activities; acting as an ambassador with external and international/national bodies.  Cabinet champion for 'Equalities' issues.

Primary departmental links - Chief Executive's

Helping to develop and improve two way communications with the Cabinet and other members of the County Council.

Executive Member for Efficiency, Performance and Rural Policy

Advising the Cabinet on its continuous drive to seek efficiency savings so as to keep Council Tax as low as possible, and on the County Council's performance.

Overseeing the development and implementation of the County Council's rural policy

Primary departmental links - Environment and Recreation and Heritage

Services - rural services which are the County Council's responsibility or rural services which the County Council through its partnerships with the public, private and voluntary sector and other joint working may influence

Executive Member for Environment:

Overall strategy and policy for all environmental matters (including planning and transportation, and minerals and waste, but excluding regulatory matters within the remit of the Regulatory Committee A)

Services - within the remit of the above department

Functional areas - transport strategy; spatial planning; minerals and waste planning; highways and bridges; highways maintenance; winter maintenance; structural maintenance; passenger transport; traffic and road safety; highways lighting; integration of public and private transport; environmental and information services, and all ancillary activities

Executive Member for Recreation, Heritage and Communities

Overall strategy and policy for libraries, museums, archives, arts, rights of way, outdoor activities, learning, leisure and tourism.

Primary departmental links - Recreation and Heritage

Functional areas - libraries, museums, archives and records, countryside and rights of way, sport and culture community support, recreation and all ancillary activities   

Promoting and monitoring the Hampshire Community Strategy through the Hampshire Strategic Partnership. Co-ordinating County Council representation on and ensuring appropriate County Council input to the County and District based Local Strategic Partnerships and the district based Crime and Disorder Reduction Partnerships.

Executive Member for Economic and Skills Development and Human Resources

Overall strategy and policy for all economic development matters

Functional areas - monitoring and developing the county's economy and the skills of the Hampshire workforce; co-ordinating and developing the Council's involvement in European projects sponsored or led by the Economic Development Unit

Advice to Leader on all issues concerning personnel policy formulation, development and adoption including pay and remuneration strategy.
